Tender description

GCC have been using ProContract, the e-tendering system supplied by Proactis for a number of years. The current contract for the system was procured in 2017, via an ESPO framework, by the South West Procurement Board (SWPB) acting on behalf of participating councils, including GCC. This contract expires on 31st March 2021.\r ProContract continues to meet the needs of the council as an e-tendering system and of other councils across the South West. The SWPB has led a joint procurement of new contracts for ProContract from Proactis for a new 4 year term. The SWPB has utilised the NHS SBS Digital Workplace Solutions framework (SBS / 19 / AB / WAB / 9411). This requires that each council will call off a contract (direct award) to a third party reseller (TET) for the supply of ProContract by Proactis, as is permitted under the terms of the framework.\r In addition in 2019 GCC procured a Contract Management system from Proactis which fully integrates with ProContract. This Contract Management system has taken some time to prepare for 'go live' but UAT has now been completed and the system will shortly be implemented and rolled out for use by all contract managers across the council.\r Given the investment of time and resources in developing the Contract Management system it is important to retain the integration with the e-tendering system (ProContract) as both are vital tools for GCC staff in ensuring compliant procurement and effective contract management.
