Birmingham Airport is required to comply with the C3 standard of baggage screening and is seeking, at the same time, to expand the Central Search Area (CSA) at the Airport to cope with increased passenger growth. The building works that are to take place will enable the Airport to expand its security lane lengths to a maximum of 28 metres and to increase passenger throughput to in excess of 3 400 per hour. The Airport is seeking to procure a framework to supply, install and maintain security equipment to satisfy the requirements of the C3 standard and to deliver the required level of passenger throughput. This range of equipment will include: — security lanes with C3 scanners and tray return systems, — matrix screening, — body scanners, — explosive threat detection machines, — liquid testing machines, — shoe scanning machines, — other complementary items of equipment. Birmingham Airport is currently planning to make the required changes to comply with the C3 standard of baggage screening whilst undertaking a Master Plan to develop the Airport to 2033 when we are expected to have achieved 18 000 000 passengers per annum. This is expected to impact the overall eventual footprint of the Central Search Area (CSA) and the sequencing of installation and/or building works to control and mitigate the impact on capacity during installation. The initial enabling building works are currently planned to be completed prior to the Commonwealth Games, followed by several weeks of planned work to replace the current lanes with the new C3 technology through the removal and replacement of the current lanes. It should be noted that installation will be lane by lane, potentially out of hours, to minimise the impact upon capacity of the current operation. The initial enabling works will include the provision of electrical power supply and other ancillary requirements such as floor load, heat extraction and IT network requirements for which specifications will be required in advance. The design of the building works is currently in development, but there are various obstructions such as pillars which cannot be relocated to accommodate the security equipment. Please note the final design of the footprint, including entry and exit points for customer flow, are not yet finalised. The building works are planned to increase our ability to house the required lane length of such equipment up to a maximum of 28 meters. We are envisaging an increase in throughput capacity with an aspiration of circa 3 400 passengers per hour or greater with a balanced tray versus passenger journey. In addition to the physical layout and specifications of the equipment we would expect the associated software to be capable of minimising X-ray starvation and so on. The Airport wishes to procure equipment that will meet the requirements of the C3 standard, meet the growth plans of the Airport and optimise the use of space and other resources within the CSA. Each security lane will consist of a C3 scanner (imaging/X-ray) and tray return system (including divestments and return which minimises X-ray starvation, reject blockages and clear lane blockages). Where separate components are used these must be fully integrated in terms of physical mechanics and software including 3rd Party Integrated Systems (3PI). — matrix screening and remote screening is planned to be implemented and must be fully functional with the equipment selected, — a reporting suite for operational control & management including the capability of live display of information, planned preventative maintenance, and data extraction for advanced analysis is to be provided. Additional items of equipment will also be procured, namely: — body scanners, — explosive threat detection, — liquid testing, — shoe scanning, — any other equipment that could potentially improve the screening process in an aviation setting. All equipment that is to be used for people screening and cabin baggage screening, to include items carried, shall be approved and listed on the Department for Transport (DfT) Approved Equipment List (AEL) including, where appropriate, the algorithm being used by such equipment, consumables and any other additional apparatus used to support the screening process, e.g. X-ray trays. Notwithstanding the above, where x-ray equipment is to be used for cabin baggage screening, to include items carried, this shall meet C3 standard.
