Tender description

The London Borough of Hounslow (LBH) is seeking an experienced supplier who can demonstrate and evidence that they can provide a single, harmonised education system to deliver fast, secure access to a cohesive set of data and documents which will offer a ‘single version of the truth’ about the children and their education needs. The contract term will be for a period of 3 years with the option to extend in 12-month increments at the Council’s discretion on one or more occasions for one or more periods of up to an additional 4 years in total (giving a total maximum contract term of up to 7 years). The procurement process will be conducted as follows: Suppliers should note that they must be able to meet the pre-requisites listed in this notice and within the SQ. The 4 pre-requisites suppliers must be able meet are listed below: 1) The proposed bidder must have current Pan London customers. (We would expect the list to have at least 4 customers to ensure continued support and maintained solution.); 2) The proposed solution must have the functionality that allows one system and one record per child, school, private provider, parent etc.; 3) The system functionality must be able to integrate with DfE ECS and Ofsted databases; 4) System must provide full API’s suite to ensure the ability to export / integrate into third party applications seamlessly. As a minimum it must integrate with Liquid Logic, DfE, Ofsted, Capita One, MyHounslow (Jadu) account. The criteria for the pre-requisites is pass/fail and the supplier may not be able to proceed to the SQ if a ‘Pass’ is not achieved. The purpose of the checklist enclosed within the SQ is for suppliers to confirm that they can meet individual requirements by selecting a response of ‘Yes’ or ‘No’. Suppliers must be able to meet 95 % of all items in the checklist, however it the percentage is less the council will consider this and potentially discuss the outcome with the supplier meeting less than 95 %. Stage 1: Checklist and SQ. Suppliers must complete the SQ and self-select that they are able to meet the requirements in the checklist by selecting a response of ‘Yes’ or ‘No’ Stage 2: Demonstrations (quality 60 %) Supplier demonstrations will be a key aspect of the quality evaluation process therefore the demonstrations should not be a sales pitch. Demonstrations will be used to assess submissions for compliance to the pre-requisites, checklist and specification. Demonstrations will be split into specific subject matter areas and will involve the scoring of demonstrations by the evaluation panel referencing the response to the checklist and requirements of the specification using a 0 - 10 scoring matrix. The specification will be shared at SQ stage. The award criteria will be quality 60 % and price 40 %.
