Tender description
In September 2018, Scottish Government Ministers established Social Security Scotland, a new Executive Agency of the Scottish Government. Social Security Scotland’s primary responsibility is the administration of devolved social security benefits for the people of Scotland. The Scotland Act 2016 gave the Scottish Parliament the powers to administer devolved benefits and the Social Security (Scotland) Act 2018 provides for types of assistance that will be created using those powers. In order for Social Security Scotland to deliver this service, there was a requirement to build a technical solution to support the administration of the devolved benefits. The Scottish Government’s Social Security Directorate procured a technology platform to support Social Security Scotland to administer Scottish Citizens applications for welfare benefits. The technology platform is also capable of being configured to support other future associated services and integrate with existing Social Security Scotland IT systems. Scottish Government is therefore seeking expertise from an OutSystems Strategic Partner to help develop solutions such as; but, not limited to: - Case Management - Web Portal - Mobile Application - Field Case Management - Asset Management - Offline Working - Media Management - Service Integration - Evidence Storage - Service Management Portal - Digital Channels This purpose of this Prior Information Notice is to: 1) Inform that Scottish Government is to consider an exercise to set up a contracting vehicle as described above at II.1.4, Short Description. 2) Gauge the market interest in the OutSystems Platform Strategic Partner framework procurement. 3) Identify suppliers who would like to participate in a suite of engagement MPIP intends to undertake, including a Request for Information exercise and larger multi-supplier engagements such as a market engagement day. These engagements are intended to influence the strategy development, including route to market options. The potential route to market options may be through either the creation of a new Scottish Government Framework, through existing Scottish Government Frameworks or Dynamic Purchasing Systems or through existing Crown Commercial Services Frameworks. The market analysis may also assist with development of the requirement and any potential Lotting strategy prior to the commencement of the formal Procurement Process. Further details of supplier engagement will be made available to those registering their Expressions of Interest.
