Delivery of a National Decision Support Service for Scotland’s Health and Social Care. The Scottish Government Digital Health and Care Directorate has mandated the Digital Health and Care Innovation Centre (DHI) within the University of Strathclyde to deliver the national decision support programme as a key element of Scotland’s Digital Health and Care Strategy. DHI is conducting this market sounding exercise to help evaluate future sourcing options for a national decision support service. The project is working to a tight deadline and as such, we are requesting expressions of interest, at latest, by 14 January 2021. Suppliers expressing interest in this call will be asked to respond to a detailed set of requirements by 2 February 2021. Individual suppliers may submit expressions of interest for all aspects of the service or may choose to work in partnership to share responsibility for different elements. One named supplier should be identified as the lead contact for partnership proposals. The successful supplier will deliver a Once for Scotland decision support service for health and social care which provides two overarching components: Component 1: a decision support platform. This will offer a single national toolset for building decision support products and integrating decision support with external applications. This toolset will support: — publication of evidence-based content such as guidelines, pathways and patient information; — conversion of guidelines and research knowledge into structured algorithms; — one or more rules engine (s) to process data through these algorithms; — a generic API interface to integrate algorithms and the rules engine with third party applications such as electronic health records – web-based and desktop client based; — Middleware to map data inputs from external sources onto a standardised data structure for algorithmic processing; — packaging of content and algorithms into decision support products, including apps and web resources. Component 2: A single web and mobile gateway This will provide a front-end for end-users to: — search and browse decision support products created through the platform tools; — access a self-service, basic version of the toolset for building new decision support products.
