Tender description

The London Borough of Hillingdon are migrating its users from G-Suite to Office 365 (Exchange Online, E3) alongside an end-user-device refresh to windows 10. Core business applications that were previously hosted at the Civic Centre have moved or will move to Microsoft Azure. The contract/s in the following tender is/are for the support, maintenance and transformation of: The tender will be conducted in 5 (five) lots: Lot 1: The Council’s main IP Telephony and Contact Centre functionality; Lot 2: Local Area Network including Wireless LAN; Lot 3: Wide Area Network (WAN); Lot 4: Provision and support of internet security/proxy service; Lot 5: All in one (Lots 1 to 4). The IP telephony system has five call managers in total and these are spread across three different communications rooms, based on Cisco’s UCS platform and VMWare for subsidiary systems. LBH require: Transition from legacy equipment for Civic Centre and Remote sites to a fully supported environment. Maintain all existing during transition. Utilise existing supported devices where appropriate. LBH provides network connections for 70 sites located throughout the Borough. All connectivity is routed to or via the Civic Centre. A number of services are used: — Virgin Media Ethernet Extension over fibre; — Point-to-Point fibre; — Virgin Media IPVPN; — ADSL Broadband. The London Borough of Hillingdon currently utilisies a number of locally hosted load-balanced Sophos web proxy appliances to control web browsing and security for both client and server corporate devices. Public Internet access is currently filtered by a number of locally hosted Lightspeed Rocket appliances. Following the move to reduce reliance on the Civic centre by making use of cloud services such as Azure and Office 365, the on-premise solution now represents a reliance on the Civic Centre for internet security, and has presented a number of issues integrating with the new infrastructure. Modern Cloud Security products offer the ability to proxy traffic without the need to backhaul it through the corporate network and use local breakouts for Office 365, also allowing always-on protection for mobile and home users. Lot 5 enables the awarding of combinations of contracts for lots 1, 2, 3 and 4 to none, one or more suppliers as deemed appropriate by the Council.
