The Trust is aiming to award a new Civil Engineering Construction Framework Contract under the NEC4 to two national framework contracts for undertaking complex civil works, and up to 12 regional framework contracts for non-complex civil works, with the recognition that complex and non-complex works may also be awarded out of area as required. The multi-contractor Framework Contract delivery model being proposed, and the aspiration to move to a design and build approach, represent a significant step change for the Trust. The new Civil Engineering Construction Framework Contract will allow the Trust to undertake engineering, construction, maintenance and renewal works across this unique network. The scope of the contract includes early contractor involvement, scheme design and development, delivery of works, and all associated aspects of project and construction delivery. The Canal and River Trust is responsible for the maintenance and upkeep of over 2 000 miles of canal and rivers in England and Wales. Part of this upkeep is the delivery of construction and maintenance projects at various locations throughout any given year. Complex works would generally start at a project value of GBP 500 000 but could be lower. Both the design and construction complexity would be medium to high with method related constraints. These projects would also present medium to high operational and statutory risks. Typically, these works are civil engineering type works and fall into the following categories: aqueducts, bridges and locks, towpaths, reservoirs, embankments, bank protection and culverts, inspection CCTV, tunnels and cuttings, water management, grouting.
