There has been a focus on the future of cities in the digital age as their economic and social role expands alongside progress in technology and mobility. However, there has been limited attention paid to the future role of market and smaller towns during this period of massive change. City of York Council (CYC) wishes to procure a consultant to undertake a study to better understand the needs of Acomb Front Street, the traders who work there and the evolving needs and expectations of those who use the area. Additionally, the Council wants some clarity around how we can best support Front Street in supporting productivity growth and boosting footfall, and to gain some insight as to how Front Street is likely to change in the wake of unprecedented technological change, and what opportunities and challenges this presents in terms of place-making. A key driver is to improve footfall by investing in the local environment on Acomb Front Street, along with a study to consider physical improvements to the public realm, designed to make a longer term impact. Once clear ambitions have been set out, this will enable us to seek out suitable options for capital funding, for example, through the Council’s internal capital funding process, or funds such as Future High Streets. The supplier must have a high understanding and a working knowledge of Data Protection and Privacy legislation appropriate to this level of specification. In addition, the supplier must adhere to City of York Council’s policies and procedures around the use of personal data and special categories of personal data.
