Why the Work is Being Done Often major capital projects often get swamped by data rather than informed by relevant timely fact based information. The R&R programme have defined a vision for data architecture which now needs to be designed and plans put in place to develop the first elements ready for the substantiation of new bodies to oversee its delivery and the progression through RIBA design stages. Problem to Be Solved Following the development of a programme data and information service strategy, data consistency, quality, security and integrity is critical to the success of the programme. A number of capabilities need to be developed to ensure that we deliver against that strategy. This procurement is for the services of a partner to design and develop plans to deliver the first components of this strategy which includes: an integrated Master Data Management Platform, virtual desktop for Computer Aided Design, initial set of use cases and framework for developing design requirements and the early development of data rather than document driven transactions. Who Are the Users As a producer of programme data I need to ensure that it is tagged with consistent set of properties whenever it is produced. As a consumer of data on the programme I need to be able to recognise related data sets wherever I find them. As a custodian of programme data I need to have assurance that it is held and administered securely and consistently. Early Market Engagement Work Already Done A discovery report, vision statement and approach to data architecture for the programme has been created and approved. Existing Team The supplier will be working as part of a data and digital programme made up of a number of related workstreams organised by business capability. This work will be part of the Data and Information Services Workstream, reporting to the Head of Data and Information services. The supplier will be expected to work alongside the engineering team, information management team and technical design team for the data and digital programme. Current Phase Alpha Work Location Central London Working Arrangments The team will be asked to work face to face with key stakeholders within the core programme team and selected suppliers. This will primarily involve working in Westminster area, and travel to other programme suppliers offices within London. Work will progress both on and off site as required. Security Clearance Parliamentary Security Clearance will be required. No other government clearance is valid. Additional T&Cs Skills & Experience Demonstrate 10 years or more experience in developing data architecture services for major programmes in the built environment Evidence that supports where you have implemented a real time central master data management platform for a major construction project. A comprehensive understanding of leading CAD Management software providers globally to be able to draw upon the best technology available and understand their product roadmaps. Evidence of deliverying complex multi strand data projects to tight time scales Evidence of the ability to draw upon a network of digital leaders, from other major captial prorgrammes, central government and the supply chain. Evidence that you have a structured approach and methodology for the delivery of projects Evidence of your ability to integrate solutions within an IT infratructure provided by third party suppliers.
