Tender description

Homes England is envisaging procuring an economic professional services framework to provide economic services specific to the housing sector and Homes England’s Mission and Objectives as set out in the strategic plan. This will cover appraisal, evaluation and economic modelling services. This notice is to notify interested parties of this intention and to undertake a pre-market consultation with interested parties via a questionnaire. Interested parties are invited to review the supplementary information and questionnaire which are available via our e-Tendering system, ProContract. If not already registered, candidates should register on the Homes England eTendering system at https://procontract.due-north.com/Login The deadline for your completed questionnaire is noon 12.2.2020. Homes England intends to procure a framework to replace the current economic professional services framework with a 4-year term. The purpose of the prior information notice (‘PIN’) is to issue a pre-market consultation questionnaire to understand the level of appetite within the market for the following framework requirements. Description of the requirements: The purpose of the framework is to obtain economic services specific to the housing sector and Homes England’s role in unlocking housing land, unlocking investment, improving construction productivity, supporting smaller builders and new entrants, promoting better design and higher quality homes, supporting priority places and offering home ownership products. The services will be required to diagnose the rationale for intervention, including establishing clear market failures, assess options including the best way for Homes England to intervene (loan, grant, acquisition, master-developer), assess impacts, undertake cost benefit analysis and overall value for money assessment (including non-monetised benefits). This is in accordance with HMT 5 case model, co-ordinating and analysing inputs from the other 4 cases to incorporate into a full business case. The FBC will use a balanced scorecard approach to set out the final recommendation. The framework will be used for all Homes England’s Funds and Interventions including any future funds, to provide economic appraisals, evaluations, impact assessments and economic modelling.
