Summary of the work (Please do not resubmit a previously unsuccessful specialist.) Back End Java Developer using open source and cloud technologies such as: Cloud Hosting (AWS) Appreciation of RESTful APIs and complex systems integrations Source Control: GitHub Working 'Agile' (using Scrum) in a pair programming environment Specialist role Developer Expected Contract Length Three months Latest start date Thursday 13 February 2020 Maximum Day Rate We decided not to set a maximum day rate or disclose our budget constraints. We seek excellent value for money and affordability. Early Market Engagement - Who Speclialist Work With You'll be expected to work with the following: - Scrum Master, Service Managers (Product Owners) and Team (incl. BAs, UI/UX, Test Lead, Front End and Full Stack Developers, Ops) Stakeholders such as: - Trainees (of the medical, dental, pharmacy and healthcare science profession) - (Hospital) Trust administrators and managers - Business Managers and subject experts - Others involved in the education and training of the multi professional healthcare workforce Third party suppliers - Legacy and future suppliers What Specialists Work On A Back End Java Developer is required to refactor and redevelop the Trainee Information System (TIS) Revalidation microservice. This involves: Reviewing the existing Java application Refactoring the existing Java code Implementing new functionality Fixing bugs Sharing knowledge, pair programming and developing the understanding of the application within the current TIS team. Skills & Experience • Java 8/11, Maven/Gradle, Spring/Spring Boot • Docker, Cloud hosting • Junit, Mockito • MySQL • Elastic Search • Experience of an Agile/Scrum environment • Teaching, knowledge transfer and pair-programming Nice to Haves • Angular 6+ experience • Knowledge of web services/REST, micro-services Work Location Health Education England Floor 3 Stewart House Russell Square London WC1B 5DN Working Arrangments Timescales we are working to: Advert closes – 06/02/20 Shortlisting and successful suppliers invited to interview - 07/02/20 Interviews in person - 10/02/20 and potentially 11/02/20 Contract award - 12/02/20 Preferred start date – 13/02/20 HEE is an employer keen on promoting work/life balance, and protecting people's mental health. As such we expect all staff to work remotely one day a week. Further remote working is also possible subject to negotiation with line manager. The role is outside of IR35. As the 30% of the weighted value is on the rate, are you able to give us some indication or bandwith on that. As described in the advert we have decided not to disclose our budget constraints as we seek excellent value for money and affordability. 4. Can you elaborate further as to why so many applications were unsuccessful? Applications were unsuccessful for a range of reasons including supplier responses to the essential and nice to have skills not being sufficiently detailed for a specialist to be invited for interview. Those specialists that were invited for an interview either lacked the technical or softer knowledge necessary for the role. 5. How do we know that the candidate being submitted was unsuccessful when no feedback was given to the previous application? We are happy to provide feedback to specialists which were invited in for interview. For those submissions where a specialist was not invited for interview - we recommend that suppliers provide sufficient detail against the essential and nice to have skills to enable HEE to make a determination of whether to invite your specialist in for an interview or not. Suppliers may want to consider providing some structure to their written answers as well. 6. Expected contract length, is there a chance of extension? If there is a chance of extension it will be within the parameters of what is permitted. As the work has not yet started it is unknown whether this will be necessary. 7. Can you please clarify what level of seniority is expected from this specialist? If you can do this, please do so by basing it on the SFIA framework levels 1-7. We have not based the roles on the SFIA framework and there is no appetite to do so at such a late stage in the process.
