Our aim is to provide learning, development and other support opportunities that give our people the knowledge, skills and tools needed to confidently deliver projects and maintain and operate the Parliamentary Estate using the NEC family of contracts. The range of learning and development provisions will be accessible through lots 1-3, with the primary objective of enabling market leading NEC experts, who have contributed significantly to NEC, through a range of publish works to be accessible from the platform. Additionally, the framework will also enable the client to access general consultancy services (Lot 4), with the primary objective of providing assurance, guidance and professional advice across a diverse client portfolio. The client requires a range of suitable learning and development facilities and consultancy to support them along with the consultants and contractors they employ, to continually improve the clients commercial capability and approach; improve the effective use of the NEC family of contracts to deliver construction projects and maintenance services on the Parliamentary Estate. The main but not the only users of this framework will be staff from the client’s following teams: in-house services and estates and parliamentary procurement and commercial services. The courses associated with NEC should leave delegates with the knowledge and resource to confidently apply the PSC, ECC, TSC and SC forms of contract and understand the importance of clauses such as early warnings, compensation events and contract data, scope and works information.
