Tender description
Summary of the work The work is to plan and oversee the successful BX delivery and implementation of key NI across the estate. Work will require the service provider to address challenges arising from such an undertaking therefore a breadth of business, technical, commercial, finance acumen with strong management level skills is a must. Expected Contract Length 24 months Latest start date Monday 4 January 2021 Budget Range £500 - £750k Why the Work is Being Done The UK operate ePassport Gates which are automated self service barriers (an automated border control system) operated by Border Force and located at immigration checkpoints in arrival halls in some airports across the UK and at the juxtaposed controls. This operation and system is part of the UKs critical national infrastructure. The eGates project has a dependency on an existing legacy systems which are being replaced by the Home Office (HO). At the same time as replacing the legacy system, the WAN on which it operates will also need to be transitioned to POISE, a network managed in-house which is already in operation across the HO. The impact of these HO changes results in the requirement for the eGates to be upgraded so it can continue to interface with the future infrastructure. Problem to Be Solved A service from a supplier to provide technical delivery management specialists to lead the development and implementation of upgrades to Home Office Critical National infrastructure. The service to primarily include the oversight and assurance of the delivery of technical outputs of DDaT of DSAB technical workstreams. Who Are the Users Users include Border Force to secure UK borders, wider UK Government and external customers of the Home Office (applicants). Work Already Done Home Office DSAB team are currently developing a border crossing infrastructure that will require the eGates to be integrated. Design of the integration has been completed and the projects are working towards delivering the proof of concept at chosen sites. Existing Team The Service Provider will be working with the Authority’s incumbent client side teams (Both BF and DDaT), and with other areas of the portfolio and programme and with other Delivery Partners. Current Phase Not applicable Skills & Experience • Possess experience of managing/overseeing critical national government infrastructure projects with elements of IT software deployment, electrical and mechanical engineering, commercial, financial, requirements management • Have proven capability of stakeholder management (both with operational and technology) skills and team member experience of working at Programme Boards level and with senior internal and external parties • Possess a track record of gathering and refining user requirements for critical National infrastructure and • Possess a track record of managing subordinate supplier delivery against those requirements within time and budget • Possess experience of managing resources, budgets in line with customer requirements, business change & service requirements, internal and external resources and formal commercial relationships • Possess experience of producing project related commercial, financial, economic, business and technical documentation • Demonstrate experience of Programmes and ways of working including PRINCE2, ITIL and Agile and GDS standards • Be able to demonstrate a full understanding of the operational context of a critical infrastructure • Have the experience and track record of delivering Project Programme Management in deployment of national infrastructure, jointly with operational areas within a large organisation similar to the Home Office Work Location The following are some of the sites that the service provider maybe required to arrange the necessary meetings Home Office premises at Apollo House, Croydon, CR9 2BY, Marsham Street, London, SW1; and Metro Point, Croydon; Surrey; or other locations as necessary. Working Arrangments The service will be required to work to standards and practices set by (Government Digital Service) GDS and Home Office Teams. Resources are expected to work as part of existing delivery teams focussed on specific outcomes. On-site delivery partner resources will conform to prevailing Home Office rules & procedures. Expenses will conform to Home Office internal policies and will not be payable within the M25. Those Travel and Subsistence expenses that apply will be payable in addition to the day rate Security Clearance The delivery partner’s personnel must have Security Clearance. Evidence of existing Security Clearance will be requested at the written proposal stage and the selected supplier is expected to hold Security Check (SC) level clearance with the Home Office by the commencement start date of this piece of work. No. of Suppliers to Evaluate 3 Proposal Criteria • Experience of gathering and refining user requirements as well as managing/overseeing critical national government infrastructure projects. • Proven capability of stakeholder management (both with operational and technology) skills and team member experience of working at Programme Boards level and with senior internal and external parties • Demonstration of track record of managing subordinate supplier delivery against those requirements within time and budget • Experience of managing resources in line with business change and service/customer requirements. Including the production of project related commercial, financial, economic, business and technical documentation • Demonstration of full understanding of the operational context of a critical infrastructure as well as experience of Programmes and ways of working including PRINCE2, ITIL and Agile and GDS standards Cultural Fit Criteria • Demonstrate a track record of working closely within Government and be transparent and collaborative in all communications with internal product owner team • Possess demonstrable experience of seamlessly integrating into service arrangements/on-board services into a large public sector body such as Border Force • Demonstrate strong ability to provide services within a combined technical programme delivery environment. • Demonstration of approach to proactive business change & issue management, problem resolution and improving ways of working such as for example agile ways of working.
