Trafford Council (and contract beneficiaries) has identified a need to modify the term of its current contract for the supply of interim agency staff from Reed Recruitment Services provisioned under YPO Framework 00569: HR Services and Solutions Lot 1: Managed Services for Contingent Labour. The contract will be extended for a 12 month period in accordance with Regulation 72 (1) (c) of the Public Contracts Regulations (PCR 2015). Due to the unforeseen covid pandemic; resources were required for other emergency operational requirements, and a full competitive procurement exercise could not be carried out. Although the proposed contract extension fulfils the criteria set out in Regulation 72 (1) (c) PCR 2015 for modifying a contract without a new procurement procedure, this Voluntary ex ante Transparency (VEAT) notice has been published in order to promote transparency. The proposed contract extension for the supply of interim agency staff satisfies the criteria set out in Regulation 72 (1) (c) PCR 2015; the new contract modification could not be foreseen; the terms and conditions of the contract remain unchanged; and prices will not increase meaning the total extension value will be well under 50 % of the original contract value.This VEAT notice has been published in order to promote transparency, with the intention of establishing that Trafford Council is extending its current contract by one year to provide an opportunity to allow the essential technical planning work required in order to procure a replacement contract by January 2022.
