Birmingham Women's and Children's NHS Foundation Trust (BWC) is seeking to engage with suppliers interested in its requirement for a referral management system for the Forward Thinking Birmingham Service. Forward Thinking Birmingham (FTB) is the 0-25 Mental Health service for the city of Birmingham. FTB is delivered by a range of partners with the lead partner being the Birmingham Women’s and Children’s NHS Foundation Trust. Birmingham Women's and Children's NHS Foundation Trust (BWC) is seeking to engage with suppliers interested in its requirement for a referral management system for the Forward Thinking Birmingham Service. Key deliverables of any system would include: • a referral management system that enables referrals to be made on a secure online platform with industry leading information governance standards, i.e. storage, processing and disposal of personal identifiable information. • robust back up procedures, business continuity plans and a 24/7 system support response protocol to ensure any system down time is kept to a minimum and does not jeopardise the ability of FTB to receive and process referrals. • fully configurable referral forms that enable referral fields to be made mandatory in order to improve the clinical information we receive alongside driving up the quality of our data. • the opportunity to develop innovative functions such as patients who are self-referring being able to complete clinical questionnaires online and the ability for referrers to track the process of their referral through the system at every stage. • the ability to integrate fully into our EPR, Care Notes, in order to increase efficiency and reduce the current amount of time it takes to upload a referral from our current online referral platform onto our EPR (currently approx 5 minutes). • full integration into GP/Primary Care record systems, such as EMMIS and System One, in order for GP referrals to be partially pre populated with key demographic and health record information to reduce the amount of time it takes for a GP to complete an online referral. The referral management system must also be able to continue to facilitate referrals from a range of other professionals such as Social Workers, Teachers, etc. • demonstrate the ability for FTB to achieve other efficiencies within our referral management centre via the utilisation of work flow systems and/or clinical algorithms to streamline and achieve efficiencies in the screening and triage process. A new system would also need to provide better real time reporting and overview in terms of the current waiting time for screening and triage and how this split out between different clinical pathways within FTB; real time demand reporting per clinical pathway is essential within any new system. Suppliers who are able to offer solutions relevant to this requirement are invited to express an interest and respond to a market engagement questionnaire. This exercise is intended to provide potential bidders with the opportunity to review the authority’s briefing note and to provide information regarding the solution(s)/product(s) that could meet these outline requirements. This builds on the authority’s commitment to engage with the market, by sharing information and seeking input from the market to enable us to develop the final specification and determine the appropriate route to market in a fair and transparent manner.
