Summary of the work To build, test, and iterate Beta phase (both private and then public), including undertaking ongoing user research and GDS beta assessments, data modelling, cleansing and migration, and a managed handover back to the internal team. Expected Contract Length 2 years Latest start date Monday 4 January 2021 Why the Work is Being Done Replacement of the legacy droit database and paper-based reporting process aligns with the MCA’s aim to be digital by default. This work will ensure the sustainability of the service and ensure that the Receiver of Wreck can continue to meet their statutory requirements under part IX of the Merchant Shipping Act 1995. Replacement and digitisation of the existing process will provide a better user experience for internal and external users of the service. The private phase of Beta must be completed by 31st March 2021. Problem to Be Solved MCA are looking for a strategic partner to deliver an online registration service from private beta to public beta. MCA request suppliers to respond to a tender with a proposal to undertake both beta phases. Who Are the Users "As the Receiver of Wreck I need to record incoming wreck reports within 48 hours and maintain a permanent record of wreck reported to the Receiver, so that i meet the statutory requirements in Part IX of the Merchant Shipping Act 1995. As a reporter of wreck I need to report wreck finds to the Receiver of Wreck so that I meet the legal requirements set out in section 236 of the Merchant Shipping Act 1995. " Work Already Done Proof of concept has been developed as part of the Alpha stage and will be used for reference throughout the Beta Stage, The Project has completed Alpha and Alpha GDS assessment and is looking to progress to the Beta Phase Existing Team The Project Team includes MCA staff: Senior Delivery Manager Senior Technical Architect Senior Lead Service Designer Product Owner User Researcher To support with 1.Front-end development work and provide support and guidance to the project team. 2. Implement workflows, content management toolkits and MI to optimise the governance and performance of the new site Current Phase Alpha Skills & Experience • Detail how you delivered a similar beta service. • Detail a service where you contributed data modelling and simplified data structure. • Detail how you plan and manage the design, build and migration of data/information • Proven track record of advising, planning, designing and building services of a similar nature, using agile methodology, to time and budget • Experience successfully delivering user-friendly, responsive and mobile device compatible websites -Experience with incorporating the needs of accessibility and assisted digital users -Experience in passing a GDS beta assessment • Have technical expertise in the use of Power apps and Common Data services (Dynamics 365) Nice to Haves • Evidence a good understanding of best practice information management to assist in the development of structured data - Experience of incorporating GDS guidelines • Experience of incorporating GDS guidelines and principles into client organisations or with less familiar service owners • Experience working in Agile environment using SCRUM or other Agile frameworks • Previous experience working with Public Sector clients in emergency services • Knowledge across the digital design sector applying research in new design technologies to the benefit of the team and service • design and implementation of case management systems • Design and implementation of case management systems • Design of systems using Power Apps using SQL and Postgress cloud services that can register objects and upload photos • Use of mapping and postcode data • Microsoft flow • Use of email to update case management and keep users informed • Data is currently held in an Access database and other non structured systems so experience of moving this into a new SQL system would be of use. Work Location No specific region, eg they can work remotely. Working Arrangments "The Team should be available to work with the project team for the duration of Beta within office hours (09:00 - 17:30). What is the budget for this work? The estimated budget is circa £500,000 for both Beta Private and Beta Public 2. Who was the Alpha developed by? Alpha was a collaboration between MCA internal resources and CTI Digital. 3. Could you please confirm the budget range for this opportunity? The estimated budget is circa £500,000 for both Beta Private and Beta Public 4. Could the Authority share Discovery and Alpha delivery partner? Discovery was carried out by DXW Alpha delivery partner was CTI Digital 5. Can the Authority share Discovery and Alpha report? MCA will share the Discovery and Alpha outputs to those Suppliers who have successfully passed stage 1 evaluation process. 6. Please could you confirm your budget for this project? Please could you confirm whom the Alpha supplier is and if they’ve been invited to tender for the Beta stage? The estimated budget is circa £500,000 for both Beta Private and Beta Public Alpha Supplier is CTI Digital. Please could you provide an indication of the estimated budget for this requirement? The estimated budget is circa £500,000 8. It appears there are one or two mistakes in the PQQs – a repeated question in the Nice-to-Haves, and three important questions in the essentials combined in to one in error (mobile, accessibility, GDS compliance) – it would be extremely hard to give you useful answers to all three of those in 33 words each, especially for stronger suppliers with useful experience. Additionally combining those questions reduces the weighting on those important skills which we'd assume wouldn't be your intent Would it be possible to republish the tender with the issues corrected please? The MCA would like you to answer the questions to the best of your ability -succinctly & precisely within 100 words. MCA will not be looking to republish the tender 9. Would it be possible to publish more detailed information / screenshots of the current prototype? Has the prototype been built by an external supplier? We noticed that you require for the future proposal to include a fixed price offering, but there is no specification or backlog to assess likely effort required – could you please provide more details? How much data is expected to be migrated as part of this project? MCA will share the Discovery and Alpha outputs to those Suppliers who have successfully passed stage 1 evaluation process. Yes, the prototype has been built by an external supplier Further information will be provided to those Suppliers who have successfully passed stage 1 evaluation process. As of 18/11/2020 there are 12,894 text records to be migrated from an Access database. The database is 35.1MB. This increases daily as new records are added.
