The Health Service Executive (the ‘HSE’) wishes to inform the market of its upcoming procurement of software, design, build, test, implementation and support and maintenance for a new client and radiology information system (the ‘Project’) for BreastCheck Ireland. BreastCheck is the Republic of Ireland’s national breast cancer screening programme, which is offered by the HSE via its National Screening Service. This is a Prior Information Notice (PIN) and not a call for competition – a call for competition may be placed within the next 28 days. . The Health Service Executive (the ‘HSE’) wishes to inform the market of its upcoming procurement of software, design, build, test, implementation and support and maintenance for a new client and radiology information system (the ‘Project’) for BreastCheck Ireland. BreastCheck is the Republic of Ireland’s national breast cancer screening programme, which is offered by the HSE via its National Screening Service. BreastCheck is a government funded programme with the remit of providing a population based breast cancer screening programme for women, and by 2021 will provide services to 544 000 women in Ireland between the ages of 50-69. The Project will replace the existing National Breast Screening Programme Application Suite with a single platform; a client and radiology information system (CRIS) software solution to meet the requirements of a single integrated system; appropriate licensing based on a pay as you grow model to support the future phased implementation of the CRIS solution; and CRIS software product support and maintenance to ensure delivery of new software releases and resolution of software problems/issues as appropriate. The National Breast Screening Programme (NBSP) System is a Client and Radiology Information System which supports every aspect of the programme, from population registration, client engagement, invitation, initial screening appointment, through to symptomatic services. In addition to these client-facing functions, the solution provides critical programme evaluation and quality assurance features that enable the NSS to publish annual operational and clinical statistics, and to plan and resource the service accordingly. As such, the solution must include a data warehouse and reporting function and this will include full migration of data. The solution must enable integration with the existing PACs system, imaging modalities and other external Health Services and API’s.
