Tender description

Support to the Mercator Cartographic Production System (MCPS). This contract was awarded under the Negotiated Procedure Without Prior Publication of a Contract Notice pursuant to Article 32(2)(b)(iii) of Directive 2014/24/EU (Regulation 32(2)(b)(iii) of the Public Contracts Regulations 2015). This is for reasons that ESKO Graphics BVBA are the only company who can carry out the services relating to their software elements of the Mercator Cartographic Production System on Technical Grounds, with an element of Exclusive Rights. The Contract has already been awarded and this notice is being published to meet Transparency obligations only. Additional information: The Header Licence Agreement referred to is between The Secretary of State for Defence and Barco Graphics Limited (now Esko-Graphics BVBA) Ref 3X/S/1282/1 dated 1 Oct 2002.
