Tender description
Due to Covid-19, the planned lighthouse painting works as advertised through the new Dynamic Purchasing System were either cancelled or postponed. The Covid-19 crisis was unforeseeable and has interrupted planned and advertised procurement activities, resulting in short-term direct award processes to be undertaken to mitigate the situation. The direct award procedure via Public Contracts Regulations Clause 32 (2)(b)(ii) has been enacted to award the repainting works of lighthouses to pre-qualified organisations known to Trinity House without further competition. The competition is absent for technical reasons, due to accessibility, scaling, expertise and other reasons established by Trinity House. Also, due to Covid-19, site visits were unable to be held with the DPS field of tenderers. The following lighthouses have had various works awarded under this requirement: Strumble Head, St Ann's, St Anthony, Whitby, Port Lynas, Cromer, Lowestoft, St Catherine's and Nash Point. The direct award procedure via Public Contracts Regulations Clause 32 (2)(b)(ii) has been enacted to award the repainting works of lighthouses to pre-qualified organisations known to Trinity House without further competition. The competition is absent for technical reasons, due to accessibility, scaling, expertise and other reasons established by Trinity House. Also, due to Covid-19, site visits were unable to be held with the DPS field of tenderers. The total requirement has been awarded into separate contracts amongst a field of established suppliers. Bids were assessed by comparing the cost of submission against the estimated figures based on historical works previously contracted by Trinity House. Consideration was also given to location of contractors and ability to attend site and carry out the works in a manner that is compliant to Covid-19 health and safety requirements. This is reflected in the award criteria.
