Tender description

The authority wishes to award a framework agreement for the provision of employee benefits including recognition and discounts with salary sacrifice schemes (Everybody Benefits). The contract shall commence 1 December 2020 and shall be for a period of 3 years with an option to extend for a further period of up to 12 months. The potential maximum value permitted via this framework is GBP 50 000 000, this is to account for use by the authority and other customers. The authority intends to appoint a maximum of 1 (one) supplier per lot. Lot 1 is the provision of a voluntary benefits website for employee discounts. The supplier shall provide an innovative voluntary benefits website which delivers a wide range of offerings for discounted goods and services from both nationally and locally sourced suppliers. Lot 2 is the provision of a green car salary sacrifice service. The supplier shall provide the customer access to fuel efficient and low emission vehicles accessing discounted rates via a web-based system, assisting in reducing the environmental impact of business travel and commuting. Lot 3 is the provision of a cycle to work salary sacrifice service. The supplier shall enable the customer’s employees the ability to order a new bicycle, and accessories, via a web-based system. Lot 4 is the provision of a home technology salary deduction service. The supplier shall enable the customer’s employees the ability to order new home technology, including items that have a positive impact on the environment and help to reduce carbon emissions, via a web-based system. Lot 5 is the provision of a childcare voucher salary sacrifice service. The supplier shall enable customers the ability for existing members of a childcare voucher scheme to order childcare vouchers online, which are deductible under salary sacrifice rules and payable to a registered childcare provider on a monthly basis. This shall be facilitated via a web-based system. Lot 6 is the provision of a health care cash plan scheme. The supplier shall enable the customer’s employees the ability to order health cash plans, both online and offline via a web-based system. Lot 7 is the provision of a recognition scheme.This provision will reflect each customer’s requirements, promoting core values to support employee engagement requirements, culture and innovation. The scheme shall recognise and celebrate employee contributions. Lot 8 is the provision of a financial wellbeing scheme. The supplier shall provide a scheme to enable, and assist, employees in financial difficulty, via a web-based system. Employees shall have the ability to access financial wellbeing information and education, including the ability to access fair loan facilities to save on interest costs.
