Tender description

Framework to provide transport related strategic consultancy services to transport for Wales: Lot 1: Strategic Planning and Business Case Development; Lot 2: Strategic Stakeholder Engagement and Communications. The consultancy panels tender was targeted at strategic consultancy services that TfW can call upon through a framework to deliver transport related consultancy services, these will take a number of forms and will evolve as the organisational remit of TfW grows. Based on the niche nature of the services, the consultancy panels will be released and procured in phases. This tender relates Phase 1: Lot 1: Strategic Planning and Business Case Development (a) strategic planning and advice; (b) support for the development of strategic outline cases, outline business cases and programme strategic outline cases; (c) support for the development of the Welsh Transport Strategy and associated interventions; (d) strategic advice on future transport investment; (e) supporting political stakeholder engagement. Within Lot 1 there will be five separate specialisms required as follows: 1) impact assessments, 2) benefits realisation and value for money, 3) transport legislation and planning (Statutory requirements), 4) environmental expertise, 5) transport technical expertise. This tender relates Phase 1: Lot 2: Strategic stakeholder engagement and communications; (a) development and delivery of strategic engagement programmes; (b) co-ordination and facilitation of project meetings and regional workshops; (c) political engagement and communications strategy development; (d) preparation of communications materials and briefings to stakeholders including TfW, WG, Network Rail, bus operators and other external key project level stakeholders.
