Tender description

Hertfordshire County Council is currently out to procurement for the provision of IAPT compliant counselling services. Further information in regards to this opportunity can be found in II.2.4) and VI.3) below. Organisations wishing to take part in this project are invited to ‘Express Interest’ which will give access to the full procurement documents in the eTendering system. Please see VI.3) below for further information. The deadline for expressions of interest is 23 November 2020. To be considered as a bidder you must complete and submit a bid by the deadline of 12.00 noon on 23 November 2020. Any questions relating to this procurement must be made via the correspondence area in the eTendering system, in accordance with the procurement documents and can be addressed to the main contact as shown in the details above. Please allow sufficient time to make your return as late returns will not be permitted by the system. The estimated total value of the framework agreement is stated in II.1.5) of this notice and is for the total framework term, together with the call-off contracts and their possible durations. For the avoidance of doubt, the estimated annual value of the contract will be approximately GBP 500 000 to GBP 1 000 000 for lot 1; GBP 500 000 to GBP 1 000 000 for lot 2 and therefore GBP 1 000 000 to GBP 2 000 000 for both lots. The framework agreement will be awarded for a term of four (4) years. Please note that the contract requirements will be subject to available financial resources, supplier performance and flexibility to meet changing demands. There will be no form of exclusivity or volume that is guaranteed under the resultant framework agreement and the Council will be entitled to enter into other contracts and arrangements with other suppliers for the provision of any, or all, of the requirements which are the same as, or similar to those specified under the established framework agreement. Organisations should be aware that due to the nature of the Services provided, any framework agreement formed as a result of this procurement process shall be executed as a deed. Organisations should seek independent legal advice on the implications of this prior to submitting their bid, where appropriate. The Council is intending to set up, enter into and manage this framework agreement on behalf of East and North Herts Clinical Commissioning Group (ENCCG) and Herts Valleys Clinical Commissioning Group (HVCCG) to support the integration of health and social care services through joint commissioning arrangements under Section 75 of the 2006 National Health Service Act. The aim is to improve the quality and flexibility of services to the population of Hertfordshire and meet National and Local Outcomes and targets. The CCGs will not be parties to this framework agreement. Referrals will be made by GPs and Self-Referral via Hertfordshire Partnership University NHS Foundation Trust’s Single Point of Access. Expanding and developing IAPT services is a key element to meeting the aims set out in the NHS England 5-year forward view for mental health and NHS Long Term Plan. Both ENCCG and HVCCG have targets set by NHS England to have people accessing IAPT services and by entering into and managing this framework agreement on behalf of the two CCGs, the Council is fulfilling the objective of joined up commissioning of mental health services to reduce bureaucracy and administer mental health services effectively.
