Tender description

The Home Office is seeking to commission the research of scientific evidence to assist in the production of operational guidance for fire and rescue services (FRS) in relation to strategies to support the evacuation of occupants from high rise buildings involved in fire. The research will seek to establish by examination and practical evaluation the most effective means of evacuating such buildings and analyse public understanding of existing fire safety measures, by conducting a robust survey of residents and building users, to better understand the efficiency of different evacuation strategies for such buildings. As such, we seek to appoint a supplier (or suppliers as part of a consortium bid) to undertake this research and testing. The research will examine and test a range of operational tactics and produce a report to support the recommendations that arise from the Grenfell Tower Inquiry and the Hackitt review. Following an unsuccessful competition, we are taking time to reset and consult the market further and decide on next steps. Interested suppliers are invited to attend an online market engagement session to be held on 30 October 2020, at which further information will be provided about the requirement. It will also provide an opportunity to ask any questions and network with other suppliers. Due to current Covid-19 restrictions, the event will be held via a Skype call, and invites will be sent out following registration for the event.
