Tender description
Following the issue of the PIN 2020/S 155-380433 and the related marketing engagement exercise, the Council wishes to establish a single provider concession contract for the provision of Facility Development and Operation at Approach. The Council is managing this procurement in line with the Public Contracts Regulations 2015. The procurement process to be used is the Competitive Dialogue pursuant to Regulation 30 of the Regulations. The existing use is as a golf course with an 18-hole and a 12-hole course. The facilities include a payment kiosk (small shop) and changing rooms/toilets and it is located centrally with high public footfall, but with limited car parking on-site. The existing courses provide options for different levels of player. The 18-hole, par three course is attractive to the student and family market. The site is well located to benefit from visitors attending the nearby Victoria Park. The public footpaths (Cotswold Way) and mature trees impact the ability to develop the site further. Site location: Weston Road, Bath BA1 2DSApproach, Bath BA2 5NA. The contractor will be required to maintain and operate the facility with the aim of providing activity or activities that support the Councils required outcomes. The Council is aiming to remove any financial burden relating to this site and potentially generate an income from the improved facilities. Further information on the Council’s fit for life strategy can be found within the tender documentation. This is an outcome-based procurement which requires a golf, or golf-based activity on the 18-hole course but does not specify the nature of the facility or the type of delivery required for the 12-hole course. The contract will be awarded to the most advantageous submission that delivers the Council required outcomes. These outcomes are shown in the Council’s fit for life strategy and in our aims including more people, more active, more often. The details of the specification will be developed with successful bidders during the dialogue stage of the process.
