Tender description

This procurement process is to establish new contracts with providers of digital weight management services (the ‘Services’) to commence on or around 1 January 2021 (the ‘Contracts’). The services to be provided under the contracts will provide a new ‘medium intensity’ digital weight management intervention to sit alongside current NHS and local authority commissioned services. The medium intensity intervention will be available through a national digital ‘Weight Management Innovation Platform’ that will provide access to digital or remote weight management services for people with obesity with a current diagnosis of diabetes and/or hypertension. Particular focus will be placed on specific groups with identified characteristics associated with lower likelihood of completion of the programme (i.e. younger age, ethnicity, sex and greater deprivation). The services will provide access to a programme of 12-weeks duration, with content for service users to work through independently. Lot 1: ‘Level 1 – Digital content only’ A Level 1 digital weight management intervention will include resources, tools and education provided through a digital application with supporting resources. Level 1 is intended for motivated individuals with a high degree of health literacy. There will be no human coaching in Level 1. It is anticipated that a maximum of four products/solutions will be awarded in this lot. Providers must be able to provide the services anywhere in England. Each contract will include an option for it to be extended for a further 12 months in addition to the initial 3-year term upon review. It is anticipated that between them, the providers of Level 1 will deliver in the region of 45 455 behavioural interventions in year one of the contract, rising to approximately 63 636 behavioural interventions in years two and three. The number of service users undergoing the Level 1 interventions may be higher depending on capacity in Level 2 and 3 providers. Please refer to the specification for full details of Level 1. As the numbers of behavioural interventions may vary during the term of each contract, the figures in this lot are estimates only, as precise quantities of likely purchases are unknown. Lot 2: ‘Level 2 — Digital content with 1:1 human coaching’ A Level 2 digital weight management intervention will include resources, tools and education provided through a digital application with supporting resources and access to a minimum of 50 minutes human coaching. Level 2 is intended for service users with motivation to change and lose weight, but who may benefit from additional human coaching to support them to complete programmes. It is anticipated that a maximum of foru products/solutions will be awarded in this lot. Providers must be able to provide the services anywhere in England. Each contract will include an option for it to be extended for a further 12 months in addition to the initial 3 year term upon review. It is anticipated that between them, the providers of Level 2 will deliver in the region of 45 455 behavioural interventions in year one of the contract, rising to approximately 63 636 behavioural interventions in years two and three. Lot 3: ‘Level 3 — Digital content with a higher intensity of 1:1 human coaching’ A Level 3 digital weight management intervention will include resources, tools and education provided through a digital application with supporting resources and access to a minimum of 100 minutes human coaching and additional features such as providing supported on-boarding and gamification. Level 3 is intended for service users with lower motivation to change and lose weight and who therefore require a more personalised and supported journey with intensive human support. The service may be tailored specifically to groups experiencing health inequalities. It is anticipated that a maximum of three products/solutions will be awarded in this lot. Providers must be able to provide the services anywhere in England. Each contract will include an option for it to be extended for a further 12 months in addition to the initial 3-year term upon review. It is anticipated that between them, the providers of Level 3 will deliver in the region of 22 727 behavioural interventions in year one of the contract, rising to approximately 31 818 behavioural interventions in years two and three.
