Tender description

Redevelopment of the Leeds General Infirmary Hospital to create modern, state of the art healthcare facilities that will expand the Trust's world-class healthcare services through the creation of a new adult hospital and a prominent home for the Leeds Children's Hospital. The purpose of this prior information notice (‘PIN’) is to alert the market to the upcoming procurement of the design team and main contractor to deliver a new purpose-built adult hospital and Leeds children's hospital on the Leeds General Infirmary site. A strategic outline case (‘SOC’) and outline business case (‘OBC’) have been approved by the Trust and the Department for Health and Social Care (‘DHSC’). The Trust has also secured outline planning consent for the scheme. The project has been included in phase 1 of the government's health infrastructure plan (‘HIP’), to be delivered by the end of 2025. The Trust will be appointing the professional team for the project through a combination of standalone procurement procedures under the Public Contracts Regulations 2015 (as amended) (‘PCR’) and utilising existing framework agreements. Subject to the availability of suitable frameworks, the Trust anticipates appointing the main contractor under a standalone procurement procedure under the PCR. The site for the project is a constrained city centre site and the Trust anticipates that the eventual design will involve a vertical solution. The Trust shall require the design and contractor teams to ensure that a robust approach to the Design for Manufacture and Assembly (‘DfMA’) and modern methods of construction (‘MMC’) are considered and embedded from the outset. The Trust is also seeking innovative solutions to assist the Trust in responding to the digital hospital and sustainability/net zero carbon agendas. The Trust intends to hold a virtual open day for the project, to brief the market and to provide an opportunity for the market to ask questions on the Project and the Trust's approach. The procurement of the professional team is expected to commence imminently. The Trust wishes to assess the interest and capacity of providers in the design, contractor, and specialist subcontractor market to manage and deliver the scope of the intended works within the proposed timescales. The Trust intends to hold a virtual open day for the project, providing an opportunity for interested organisations across the range of disciplines to listen and to ask questions about the commercial opportunity. Further information on the project will be provided at the virtual open day which shall be held on 21 October 2020. Organisations interested in participating and asking questions are reminded that the Trust is subject to the Freedom of Information Act 2000 and organisations should highlight in pink any information that they provide which they consider to be commercially confidential. However, they should be aware that the Trust is bound by legislation, which may require it to disclose the information despite it being categorised as commercially confidential by the relevant organisation.
