Tender description

This procurement process is for the appointment of an IST to deliver the construction contract for the restoration of the existing Templemore Baths and a new build leisure centre extension on the adjoining site previously occupied by the Ulster Hospital on Templemore Avenue. The project, Templemore Baths Restoration and Extension, is one of the projects in Phase 2a of Belfast City Council’s Leisure Transformation Programme. The Leisure Transformation Programme includes the development of new leisure facilities across the city at Olympia (opened early 2017), Andersonstown, Brook, Robinson, Avoniel and Templemore Baths each of which comprises of a Unique Selling Point (USP). Belfast City Council aims to improve the health and well-being of the city, by delivering a quality service that meets the needs of it’s communities. This procurement process is for the appointment of an IST to deliver the construction contract for the restoration of the existing Templemore Baths and a new build leisure centre extension on the adjoining site previously occupied by the Ulster Hospital on Templemore Avenue. It is envisaged that approximately 50 % of the works (GBP 5 000 000-6 000 000) will include the restoration of the Grade B+ listed building and adjacent Caretaker’s House requiring work to be carried out using appropriate materials, traditional techniques based on sound internationally recognised conservation principles. The restoration works will protect, preserve and enhance the significance and character of the building, whilst addressing the physical defects in order to provide a unique asset to the local community and wider Belfast area. Following its restoration, the existing building will contain interpretive areas, a large events hall, the refurbished existing minor swimming pool, plant rooms, meeting rooms, a kitchen with breakout space and the main reception with associated office space. The remaining approximately 50 % of the works (GBP 5 000 000-6 000 000) will include the construction of new extension consisting of a new 6 lane 25 m swimming pool with a partial moveable floor, a spectator gallery, wet and dry changing facilities, an 80-station gym as well as external car parking. A full schedule of accommodation has been included in Annex 1 along with the general arrangement drawings and indicative BIM EIRs. The site is bounded to the North by residential properties and dense terraced housing and to the South by a vacant site and in the wider context, Albertbridge Road. The East and West boundaries are predominantly residential in nature with dense terraced housing. A separate procurement process will be undertaken for the fit-out of the interpretive element of the project, which will not be undertaken through OJEU. Both packages will be carefully coordinated to ensure clarity of responsibility in each contract. The successful IST will have the following contractual commitments: — construction, — commissioning, — training and handover, — soft landing procedure, — BREEAM ‘Very Good’, — correction of defects.
