Tender description

Yorkshire Water Services wishes to invite expressions of interest for a future tender to provide planned/reactive/emergency repair and maintenance works to its Water Network. A formal contract notice will be issued via TED in March at this point it is envisaged that there will be 5 lots: Lot 1: Emergency Reactive Work (from 2 to 48-hour Priority): including but not limited to envisaged No of suppliers in Lot 1: 1 (maximum 2); Lot 2: Planned Reactive Work (from 48-hour to 84-day Priority): including but not limited to envisaged No of suppliers in Lot 2: 2 (maximum 3); Lot 3: Developer Services Work: including but not limited to envisaged No of suppliers in Lot 3: 1 (maximum 3); Lot 4: Metering Work: including but not limited to envisaged No of suppliers in Lot 4: 2 (maximum 4); Lot 5: Clean R&M Innovation Marketplace — YWS is looking to create a marketplace for innovative solutions for repair and maintenance on a clean water network. — mains repairs/replacement (including trunk mains), — valves, hydrants, ferrules — replacements/installations, — supply restoration (bottled water delivery), — stop taps — renewal, re-location, installation, — supply/comms pipes — replacement/repairs, — lead pipe replacement, — street furniture (inspections, follow on work), — mains diversions, — bulk meters, — consequential damage, — non-standard work. — mains repairs/replacement (including trunk mains), — valves, hydrants, ferrules — replacements/installations, — supply restoration (bottled water delivery), — stop taps — renewal, re-location, installation, — supply/comms pipes — replacement/repairs, — lead pipe replacement, — street furniture (inspections, follow on work), — mains diversions, — bulk meters, — consequential damage, — non-standard work, — leakage detection, — network operation and maintenance, — meter reading. — new connections — installation of manifolds, comm pipes, chambers, — main laying — excavate and lay, lay only, self-lay mains connection, self-lay mains test and chlorinate, — non-standard work, e.g. mains diversion for the purposes of developer work envisaged No of suppliers in Lot 3: 1 (maximum 3). — domestic and non-domestic meter replacement/installation/repair — internal and external (potentially including new chambers), — domestic internal plumbing work, — meter reading. YWS is looking to create a marketplace for innovative solutions for repair and maintenance on a clean water network. Solutions should be able to deliver significant operational performance improvements or efficiencies and be at or approaching Technology Readiness Level 8 or 9 (TRL) (i.e. proven in an operational environment). Consideration may be given to credible solutions that are approaching market readiness and have a credible plan to achieve this within a 12-24-month period (i.e. TRLs 6 and 7). YWS is looking to drive innovation in the following areas, (but not limited to): — no dig technology, — pipe lining, — leakage detection, — condition assessment. The envisaged number of suppliers in Lot 5 is yet to be defined. The term is likely to differ from Lots 1 through to 4, initial thoughts are for it to be a 2 + 2 + 2 + 2.
