Tender description

Knowsley Metropolitan Borough Council is looking to receive tenders from bidders for the provision of a travel support service. The specification and conditions of contract apply to all types of road transport provision. The chosen service providers are required to provide a safe, secure, sensitive, suitable and reliable travel support service to meet the needs of service users of differing ethnicity, religious and cultural beliefs. These may be children and young people who may or may not be vulnerable and who may or may not have additional and special needs, for travel to and from schools and other establishments, as required by the council. The Council intends to award a contract to 1 or more bidders who will be expected to deliver travel support services across the following areas: — Send home to school transport, — Send Post 16 transport, — children’s social care, — ad-hoc transportation service for council employees and members. Bidders can submit tenders for 1 or more lots within the 4 areas. This service involves transporting children with special educational needs and disabilities who may have mobility impairments to school and back in a vehicle the Council considers necessary to meet their needs. The lots for schools are listed below: Lot 1: Bluebell Park School in Kirkby; Lot 2: Alt Bridge School in Huyton; Lot 3: Knowsley Central in Huyton; Lot 4: Meadowpark in Stockbridge Village and Northwood in Kirkby; Lot 5: Yewtree and Finchwood in Halewood; Lot 6: St Vincent’s in Liverpool; Lot 7: Out of Borough. Bidders can submit tenders for 1 or more lots. This service involves the transport of young people to and from their home and place of further education. Start and finish times may be different on different days of the week. Many young people accessing this service will require the support of a passenger assistant. Many young people are on the autism spectrum and must receive a reliable, punctual, consistent service with continuity of driver and passenger assistant. This service involves transport of children to school and return to home or to other destinations. These may be regular journeys required over several weeks or one-off journeys at any time of the day. Note school and education-based journeys will be during term time only. This service involves transport of Council employees and elected members and must be able to provide the service throughout the Borough’s boundaries and on occasions outside of the Borough.
