Open Public Chargepoint Data (OPCD) – Policy Alpha

Why the Work is Being Done OLEV’s policy objective is to facilitate decarbonisation of the road transport system by increasing electric vehicle uptake. OLEV aim to do this by improving the EV driver’s charging experience through making public chargepoint data openly available. This will allow software developers to develop the tools needed to help drivers easily locate and access public chargepoints. It will also provide data the UK government, and other public authorities, require to inform further market intervention/investment. This work contributes to the ambitions set out in the Road to Zero Strategy and the UK Industrial Strategy. Problem to Be Solved Evidence suggests the National Chargepint Registry (NCR) is no longer fulfilling its purpose of providing accurate public chargepoint data. A Discovery report, as yet unpublished, completed in Summer 2018 provided recommendations for future work on the NCR. OLEV requires the undertaking of a policy alpha to rigorously test policy and digital options to make static and dynamic chargepoint data openly available with a view to remove barriers to the uptake and use of EV’s. If you would like further information about the chargepoint data to be considered as part of the policy alpha please contact liz.davies@dft.gov.uk Who Are the Users • Data providers (usually chargepoint hosts or network operators) who need to be able to provide chargepoint data; • Data users (individuals/businesses) who need to be able to access comprehensive and accurate chargepoint data in a standard format; and • Government and other public authorities who need to access data to inform future intervention in the EV infrastructure market. Early Market Engagement A discovery phase was completed in July 2018 to understand the value of the NCR, the current and future needs of users and how best these needs can be met. As part of the user research for the discovery, over 25 organisations were interviewed including data providers, data users, EV drivers, data experts and other interested parties. key findings from this research are: • The NCR provides incomplete, inaccurate data which users are required to clean and filter which is expensive; • Usability for both data providers and users is poor; and • NCR should be providing data and not interfaces. In preparation for alpha phase, a co-design workshop was held with the stakeholders identified above, to explore ideas to encourage openness, collaboration, innovation and identify potential solutions for making chargepoint data openly available including: • A centralised service that government maintains and operates; and • A decentralised model where open standard compliant APIs are hosted by individual operators. OLEV has shared its vision for open chargepoint data with industry. In Summer 2019, government announced that it was working to make chargepoint data freely available. Work Already Done There is primary and secondary legislation on the provision of user information on chargepoint infrastructure: • Automated and Electric Vehicles Act (AEVA) providing government with the powers to mandate how, where and to whom chargepoint data should be made available. • The Alternative Fuel Infrastructure Regulations requiring chargepoints operators to make geographic location data accessible to the public on an open and non-discriminatory basis. Existing Team The supplier will be working with the OLEV colleagues at Department for Transport in London. The team will be: • Aaron Berry - SRO - Deputy Head of OLEV; • Claire Jones - Service Owner – Head of infrastructure Team, OLEV • Ross Jones – Product Manager – Infrastructure senior policy adviser Current Phase Not started Work Location The majority of the work should be conducted at the supplier’s own site; however, the team should also have the ability to travel to other locations and agencies as required to meet users. Expenses will be paid in accordance with DfT rates. We would expect the Supplier to work at our offices when agreed and required. Exact days will be discussed and agreed as part of the statement for work decided with the supplier, once the contract has been appointed. We would like the policy Alpha completed within approximately 12 weeks which may include: - Mobilisation/Validation of previous work - Additional user research - Testing of options consisting of sprints to demonstrate, iterate and present a prototype solution. This should deliver a well-evidenced proposal for implementation. Exact milestones will be determined with the supplier, post appointment. We require weekly updates detailing achievements of milestones and issues that may impact timescales/cost Security Clearance All contractors’ personnel must currently hold Authority security clearance level BPSS at minimum and be available to begin immediately following award. Evidence of clearance will be requested at written proposal stage. Personal data collected during Alpha will constitute an information asset. Suppliers will be required to appropriately protect this asset Additional T&Cs CVs will be requested from shortlisted suppliers. Suppliers may be required to complete a security questionnaire prior to award. Skills & Experience • Demonstrable understanding of Agile project delivery, as specified in the GDS service manual. • Demonstrable experience of identifying the needs of diverse users through both larger group sessions and one-to-one interviews. • Demonstrable experience of testing risky assumptions internally and with citizens, with a clear identification of what this might include. • Provide evidence of proven track record of delivering projects at speed with clearly identified deliverables and ability to meet 12-week Alpha timetable. • Demonstrable evidence of excellent planning, coordination, communication and project management skills. • Demonstrable evidence of knowledge of the policy development process. • Demonstrable experience of working directly with policy professionals. Nice to Haves • Demonstrable evidence of transport sector experience in particular, knowledge of the electric vehicle industry including charging infrastructure challenges and strategies. • Demonstrable experience working with Central Government and/or with Local Authorities. • Demonstrable understanding of the policy and approach the government and the data community are taking with data and open data and of the benefits this provides.
