DoF NISRA ELMS Branch wishes to establish a contract to replace Integrated Business Survey System (IBSS). The current contract is due to expire in 31.5.2021. However as surveys are issued to businesses throughout the year, data collection is a continuous process. The timing of the introduction and migration to the replacement system must facilitate business as usual taking into consideration surveys in the field and the survey schedule. The objectives of this exercise are to: — gain initial supplier awareness, engagement and opinion, — gain insight to the market possibilities and potential innovative solutions, — understand risks and issues not previously considered, — inform the outline business case, — inform the procurement strategy, and — prevent the department from advertising an unachievable project at Official Journal of the European Union (OJEU) stage.
