United Utilities has an obligation to promote the efficient use of water to try and reduce water usage in the region and has pledged to reduce water usage by 1 litre, per property, per day throughout the current AMP period. United Utilities currently undertake a range of activities to promote water efficiency and to help customers to reduce their water usage. The business offers free water efficiency devices to help customers reduce their water use at home which can be ordered via agents in the call centre and online. The devices are also available at events and used for water audits in customers’ homes. In addition, United Utilities also provide water efficiency devices to pupils as part of an education programme. Thus, the intention is that a future framework agreement will provide the supply and delivery of water efficiency products including ordering and fulfilment services. The purpose of engaging in the open market is to source a supplier that can provide water saving devices, storage and stock management, a robust customer website for online orders, order processing, reporting and fulfilment of the orders. United Utilities will consider suppliers who can outsource some of the requirements if necessary. There is also opportunity to understand other services that suppliers can offer including: — storage and management of events equipment and literature including dispatch of material to events and setup of promotional stands, — provision of materials for other work streams e.g. what not to flush campaigns. Further details of the goods and services requirements are as follows: Products and stock management — sourcing and supply of water efficiency devices including: shower timers, toothy timers, shower regulators, tap inserts, showerheads, bath water saving devices, toilet cistern devices, toilet leak detection strips, water butts. All of these products must be WRAS approved, where required, — new and innovative water saving devices, — order picking, packing and fulfilment, — supply of packaging for orders, — minimising the use of plastics in this type of device/product. Fulfilment — dispatch of free water efficiency items ordered via a customer website, — supply of bulk orders of devices for events and water audit programmes, must be able to provide next day delivery when required, — the ability to provide order tracking and report on this. Ordering service — provision of secure web page for customers to place orders, this should be United Utilities-branded and the design be consistent with the United Utilities website, — web facility must be robust enough to deal with high volumes of hits and orders as traffic can be very high when items are promoted, — facility to receive orders for all devices from United Utilities agents via our systems e.g. our billing system, — deal with queries from customers on orders and non-delivery of items. Reporting — provision of robust reporting on a daily, weekly, monthly basis. Customer service — deal with issues or complaints i.e. non-delivery, problems with items, enquiries about items. Campaigns and promotions — provision of assistance with water efficiency promotions as required. Security — compliance with data protection legislation as this will require the collection of customer data, — secure data storage.
