Tender description

Procurement for real estate investments operating model advisor. This tender is for consultancy services to assist border to coast achieve the successful launch of property funds. The consultancy services will assist with the following: • design the target operating model to support desired property investment capability including considering sustainability requirements; • select vendors to support the target operating model, running tender processes in compliance with relevant EU legislation; • select the most appropriate regulated fund structures, achieve regulatory authorisation, and implement necessary supporting processes; • develop a roadmap, implement the target operating model and undertake operational readiness and go-live testing to achieve smooth launch. To achieve this and work in parallel with governance approvals, the tender is split into three phases: • design; • selection and application; • implementation. The first (Design) phase will begin after completion of the tender process. The second and third phases will begin once approval of the target operating model design is approved by Partner Funds and funding from them for these subsequent phases is in place. The planned timetable for approval to proceed with the second and third phase is June/July 2021, and it is expected that the Global Property Fund will launch in 2022 and the UK Property Fund in 2023. The consultancy service provider is expected to provide sufficient resources to assist border to coast, developing multiple options for the operating model and carrying out suitable vendor research.
