Tender description
The authority is looking to establish a framework agreement that can provide a full range of professional services associated with construction, engineering and transport consultancy services across the multiple service areas within the authority. The overarching framework agreement is for an initial period of 3 years from the contract commencement date, with the option to extend for a further period of up to 12 months. It is intended to award up to 10 suppliers a place on the resultant framework agreement with a single supplier being appointed for each lot. The framework agreement shall have the facility for the authority to call-off from the framework based on the tendered rates. The authority is looking to establish a framework agreement that can provide a full range of professional services associated with construction, engineering and transport consultancy services across the multiple service areas within the authority. Estates and Building Services (EBS) aims to provide and maintain a property portfolio that reflects public and operational need and provides Leicester with a high quality, efficient, effective and sustainable built environment. In order to achieve this aim EBS is focused on the following: • ensuring that our customers and services have sufficient good quality space – in the right place and the right condition – to manage and deliver their services safely and effectively; • using our assets to enable new city development and regeneration; • optimising the value received from our investment portfolio; • delivering the best possible outcomes from investment and expenditure on assets; • generating value for our customers, our people and the community by ensuring that property-related services meet user requirements and future service delivery needs; • reducing our environmental impact. Our vision is ‘to provide Leicester with a high quality, efficient, effective and sustainable built environment’. All project Commissions shall follow the work stages of the Royal Institute of British Architects (RIBA) Plan of Work 2020. Commissions under this framework will agreement require suppliers work with various procurement methods such as: 1) collaborative, 2) traditional, 3) design and build. Whilst the lotting structure of this framework will be determined as a result of the market engagement, the lot structure anticipated to be as followed: Lot 1: core construction programme; Lot 2: programme/project management; Lot 3: engineering; Lot 4:specialist engineering; Lot 5: architecture and planning; Lot 6: CDM; Lot 7: environmental; Lot 8: lift engineering; Lot 9: quantity surveying/cost management; Lot 10: building conservation.
