Tender description

This is a framework for a digital and data services framework, the scope can be broken down into 2 areas: Resource augmentation – providing appropriately skilled resources to work collaboratively within multi party/multi disciplinary teams working to develop information management and governance excellence, innovative, advanced data driven models, algorithms, dashboards and visualisations and implement new business applications, services and associated processes as well as delivering changes to existing applications and associated infrastructure, using the skills and capabilities listed in II.2.4) below. Thought Leadership within the areas identified in II.2.4) below. Anglian Water are procuring a data and digital services framework which encompasses broadly the following requirements: 1) Resource Augmentation: providing appropriately skilled resources to work collaboratively within multi party/multi-disciplinary teams working on areas such as: Human centred design and design thinking (i.e. design sprints); UX and UI design (including design pattern development); Hackathons; Design and delivery of multi-experience solutions (i.e. mobile, PWA, conversational, immersive and wearables); Devops and scrum agile management and delivery, Cloud, hybrid (on-prem-cloud) environments, big data cloud and hybrid infrastructures; low code development platforms and citizen app development; monitoring and analytics for digital products; process and workflow automation; product management and ownership — both data and digital; API design, delivery and management; product style delivery of application capabilities packaged as building blocks for app assembly using agile and develops techniques (i.e. microservice architectures using internal libraries or external marketplaces); Crowdsourcing and crowd solving; Application development in a variety of modern coding languages; automation and testing tools (security, testing, release management); information governance frameworks (principles, guidelines, policies, processes, standards, roles and metrics); data quality (especially automation of); information security and risk management; privacy, ethics and data protection guidance; data and digital literacy including information academy and communities formation and co-ordination; persistent memory servers; logical data warehouse and data as a service architectures; analytics and visualisation tooling e.g PowerBI; augmented data management; information management, search and discovery for all data types I.e. time-series, transactional, structured, unstructured, geospatial; information strategy definition/data driven strategy development; data and information architecture; data Supply Chain; Blockchain; data fabric; graph database; analytics and data sciences (including geospatial, IoT, stream and event analytics, structured and unstructured i.e. voice, image, content etc), NLP, conversational analytics, data modelling, meta and master data management, continuous intelligence; AI and ML tooling and capability including commercial AI/ML; explainable AI; augmented analytics tooling and capability; data and analytics organisational structure design; curation of information as an asset; data driven culture change and data storytelling; data Ingestion tooling (e.g. Attunity); 2) thought leadership within the areas identified above. The framework will consist of Tier 1 and Tier 2 suppliers, who can meet the requirements, however it should be noted that the skills which are highlighted within the scope of the framework documentation are given as examples of those areas which are currently identified, however it should be noted that given the nature of technology, these are fluid and will evolve throughout the life of the contract as technologies and thought leadership develops. This is a framework agreement, and no guarantee of work or spend is or will be given, and will be used to support and enhance our in-house capabilities.
