Tender description

The North East Local Enterprise Partnership (North East LEP)/North of Tyne Combined Authority (NTCA) is seeking to establish a multi supplier, multi lot framework agreement for the provision of programme and fund management services to support project and programme development and technical appraisal and financial due diligence. Lot 1: Project and Programme Development and Technical Appraisal Services include but is not limited to: • assistance with the development business cases of strategic projects that support the delivery of the north east strategic economic plan and other strategic documents. • technical appraisal of project applications received for grant and loan funding to a range of publicly funded programmes including those delivered by the North East LEP. • assistance with the development of funding programmes that support the delivery of the north east strategic economic plan and other strategic documents. • project development and technical appraisal compliant to HMT Green Book 5-Case structure. • value for money and benefit cost ratio assessment. Lot 2: Financial Due Diligence Services include but is not limited to: Financial due diligence on project applications for funding, to allow proposals to be taken through final stages of technical appraisal process. This will also enable the completion of appropriate funding/facility agreements for awards to projects in the form of grant, loans or both.
