Tender description
It is Kent County Council’s intention to introduce a MaaS scheme in the Ebbsfleet Garden City area including Dartford and Gravesham town centres with a view to go live in summer 2022. The Council is exploring the potential for for the supply, installation, integration with multiple transport operators and maintenance of MaaS technology for Kent focused on Ebbsfleet initially. To understand the requirements to implement this service we wish to engage with the MaaS market to draw on supplier knowledge and expertise. The Council is exploring the potential for for the supply, installation, integration with multiple transport operators and maintenance of MaaS technology for Kent focused on Ebbsfleet initially. To understand the requirements to implement this service we wish to engage with the MaaS market to draw on supplier knowledge and expertise. KCC is keen to engage with interested suppliers who express an interest in this opportunity‘ to fully understand the service requirements and associated costs to share their thoughts and expertise to assist KCC build the business case and further definition of specification. KCC would like to understand the potential to co-create with a MaaS technology provider and MaaS Operator and local transport providers a new MaaS business model that works for all MaaS Ecosystem participants which could be rolled out across Kent and seen as best practice nationally and internationally. The MaaS scheme will be built with Fastrack Bus Rapid Transit scheme and trains at its heart. We see Fastrack as a testbed for innovation and new technology and as such is an ideal strategic location to test MaaS in Kent. Fastrack has operated successfully since 2006 and is a key element of the substantial developments being constructed in Ebbsfleet Garden City. The developments are designed to be served by sustainable transport modes and, without Fastrack, it is forecast that there would be significant additional traffic congestion and air pollution on the local road network. Fastrack is therefore vital in increasing the modal share to public transport from private cars. If after the first year of operation is successful in Ebbsfleet, KCC envisaged that there may be potential to roll out MaaS across Kent during 2023 to 2025 We would therefore like to create the MaaS app and website branded for Kent in a way that covers the whole of Kent but the integrations required for the back office will initially be for the specific area of Ebbsfleet Garden City covering the Dartford and Gravesham Arriva bus zone as shown on the maps in the Market Engagement Pack. This is expected to allow an easier future roll out across Kent. Common integrations across Kent are Southeastern trains and Arriva for West Kent and VIA van DRT for other DRT operations either operated by Arriva Click, Go2 or VIA Van, the idea of the MaaS Framework being that we can add additional transport operators specific the other areas of Kent such as Stagecoach in Canterbury and different car and bike car clubs in different towns.
