Tender description

MHRA operates a complex suite of systems in support of its regulatory functions. The incumbent currently provides development and support services for some of these systems, collectively known as the Applications Outsource (AO). The AO contract is coming to an end, and MHRA is now seeking to select a partner for the further support and development of these systems. MHRA is also embarking on the development of a successor to the AO suite of systems. The new systems are collectively known as the Regulatory Management System (RMS). Over time, the AO suite will be demised in favour of the RMS. In preparing for the required activities, MHRA wishes to ensure that its plans are supported appropriately by supply-side core skills and experience, and are issuing this PIN and publishing an RFI on our portal. The MHRA portal can be found at https://mhra.bravosolution.co.uk/ and the project title is: Provision and Support of MHRA Regulatory Systems — Early Market Engagement The approach to the transition to RMS and the demise of AO are within the scope of this RFI. The RMS will be procured and developed in multiple components, all of which are within the scope of the RFI. Accordingly the purpose of this RFI and the associated supplier discussions is to: • give suppliers advance notice of MHRA’s intentions • determine the level of market interest in the various components • obtain feedback to optimise MHRA’s strategy for AO and RMS • obtain feedback to optimise the approach to the procurements required to secure the relevant services. The RFI associated with this PIN spans the entire range of services contemplated in the strategy, namely: • services to adopt and support the legacy AO suite • services to develop and support components of the RMS • services to support the transition from the AO suite to the RMS.
