Tender description

The London Borough of Hammersmith and Fulham is seeking suppliers to undertake general repairs and maintenance works to its 17 000 homes including mechanical and engineering works, asbestos removals and works to void properties. The contract will be divided into service and geographical lots and individual contract values are set out below each contract will be for 5 years with two possible extensions of 1 year. This contract is for the repairs and maintenance of housing stock in approximately 3600 properties in LBHF. Services required include: (i) works in response to repair issues reported by residents or the client to approximately 3 600 properties; (ii) works to general needs and sheltered empty homes (voids) to meet the Authority's lettable standard, currently between 100 and 150 properties each year, (b) supplementary activities: (i) decommissioning works to decant properties; (ii) compliance checks on mutual exchange properties; (iii) works in response to the client's obligation to leaseholders; (iv) repairs and void works to hostels and supported accommodation; (v) repairs and void works to commercial properties; (vi) repairs works to Tenants and Residents Association (TRA) and other community halls; (vii) repairs and other works to garages. This contract is for the repairs and maintenance of council housing stock in approximately 4 800 properties in LBHF. Services required include: (i) works in response to repair issues reported by residents or the client to approximately 4800 tenanted properties; (ii) works to general needs and sheltered empty homes (voids) to meet the Authority’s lettable standard, currently between 100 and 150 properties each year; (b) supplementary activities: (i) decommissioning works to decant properties; (ii) compliance checks on mutual exchange properties; (iii) works in response to the client’s obligation to leaseholders; (iv) repairs and void works to hostels and supported accommodation; (v) repairs and void works to commercial properties; (vi) repairs works to Tenants and Residents Association (TRA) and other community halls; (vii) repairs and other works to garages. This contract is for the servicing, repairs, maintenance, installation and safety checks of gas appliances and heating systems in council housing stock across the borough. This covers both domestic and commercial gas services. Services include: (a) communal planned preventative maintenance of commercial gas and mechanical installations; (b) breakdown service to commercial gas and mechanical installations; (c) repair and maintenance of domestic gas systems; (d) annual servicing and gas safety check for domestic properties; (e) gas carcass testing (including all supply pipework on the customer’s side of the meter) in domestic properties. 1.3 The service comprises the following elements: (a) The annual statutory gas safety inspections; (b) comprehensive routine annual servicing; (c) responsive repairs and maintenance (including all ‘emergency work’ and ‘emergency out of hours work’) of all fuel types heating and hot water services appliances and associated equipment; (d) diagnosis of faults, repairs, provision of replacement parts, labour, material, and plant, testing and restore to a fully functional condition the heating and hot water services installation; (e) provision of boiler and/or appliance details; (f) maintenance and routine annual statutory safety check records, testing and certification of the client's heating and hot water installations and appliances; (g) the provision of a 24 hour, 365 days a year emergency callout service; (h) the inspection, testing, servicing, cleaning, and maintenance of any smoke and carbon monoxide (CO) detectors; (g) attend and provide a locksmith with the client’s enforcement officer to gain entry after a court warrant is issued following no access; (h) works to voids/mutual exchange properties following the Authority’s voids procedure. This contract is for the periodic electrical testing, electrical security systems, digital TV systems repairs, maintenance and installation across approximately 12 000 council properties. Services include: (a) an annual periodic inspection and testing programme to ensure all properties have been tested over a 5-year period; (b) remedial works as a result of test findings; (c) partial and full re-wiring of properties; (d) electrical safety checks and repairs; (e) planned preventative maintenance of all entry systems; (f) routine servicing and maintenance of all entry systems; (g) reactive repair and call out service to all entry systems; (h) servicing and repairs to integrated communal tv reception systems; (i) provision of all certificates and documentation on completion of works; (j) any other electrical works requested by the client. The removal of asbestos following identification by asbestos surveying in council properties across the borough. Services include: (a) asbestos removal and remediation work to support responsive repairs; (b) asbestos removal and remediation work to support planned, cyclical and capital works; (c) asbestos removal and remediation work to support aids and adaptation works; (d) asbestos removal and remediation work to support mechanical and engineering (M&E) works; (e) asbestos removal and remediation work to support compliance works; (f) asbestos removal and remediation work resulting from asbestos surveys not linked to works; (g) collection of fly-tipped waste suspected to contain asbestos; (h) management and supervision of all associated ancillary works.
