Tender description
Portsmouth City Council (‘the council’) is seeking expressions of interest from suitably qualified and experienced providers for the delivery of housing related support to vulnerable people living independently in supported housing accommodation located at Oakdene, Portsmouth. The council is targeting to have awarded the contract by 19 January 2021 to allow for service commencement from 1 April 2021. The contract will run for an initial term of 3 years extendable in increments to be agreed up to a maximum total of 10 years, subject to the agreement and performance of both parties. The value of the contract, exclusive of any inflationary price increases over the term, is estimated at approx. GBP 600 000-GBP 700 000 per annum dependent upon whether the provider or the council are responsible for housing management. Application is via submission of a completed supplier status questionnaire (SSQ) and associated documentation by Friday 25 September 2020 14.00. The vulnerable group which the services will support are primarily diagnosed with a mental illness but who also may have substance misuse needs. The council is in the process of undertaking refurbishment works at Oakdene to provide a single accommodation unit comprising of an intensive support unit for six service users and a lower needs support unit for 12 users. The council is currently considering delivery against two options being: Option 1: ‘PCC Housing Management’; and Option 2: ‘Support Provider Housing Management’. The council will also allow for submission of supplier led variant bid options which fall between these two broad delivery model options. The council is intending to decide upon which of the options to progress prior to issuing the tender stage and is inviting critique and recommendations from suppliers on a purely optional/information only basis as part of the SSQ submission. These recommendations will be used to inform the decision making process. In the event that a decision cannot be made on which particular option to progress, prior to issuing the tender stage, tenders will be sought against both options on a lotting basis. Irrespective of whether tenders are requested against one or both options suppliers will still have the option of submitting a variant bid. The value of the contract, exclusive of any inflationary price increases over the term in respect of Option (Lot) 1 ‘PCC Housing Management’ is estimated at approx. GBP 600 000 per annum. The council is targeting to have awarded the contract by 19 January 2021 to allow for service commencement from 1 April 2021. However, the commencement date is contingent upon the refurbishment works at Oakdene Lodge being completed to programme and may be subject to change. The contract will run for an initial term of 3 years extendable in increments to be agreed up to a maximum total of 10 years, subject to the agreement and performance of both parties. The services covered under the contract are social services and fall under the ‘light touch regime’. The Council will execute this procurement process in general accordance with the ‘Restricted Procedure’ as set out within the Public Contract Regulations (2015) which encompasses an initial shortlisting phase prior to inviting tenders from the shortlisted contractors. The Council may adapt elements of the procedure including for timescales in accordance with Regulations 74-76 of the Public Contracts Regulations (2015). The procurement programme is as follows: • issue SSQ documentation: Wednesday 24 August 2020; • SSQ submission deadline: Friday 25 September 2020 14.00; • invitation to tender issued: Monday 19 October 2020; • tender return deadline: Friday 27 November 2020 14.00; • notification of preferred bidder/standstill start: Friday 8 January 2021; • contract award: Tuesday 19 January 2021; • contract commencement: Thursday 1 April 2021.
