Tender description
The purpose of this PIN is to inform the market of Highways England's plans to launch a technology framework that will be called the operational technology commercial framework (OTCF). Launched alongside the information technology commercial framework (ITCF), the OTCF and ITCF will be vehicles to support the delivery of Highways England’s RIS2 technology pipeline and to meet the strategic aims of Highways England. Please note, this PIN relates specifically to the OTCF. A supplier engagement webinar to explain Highways England's procurement of operational technology is scheduled for Monday 28 September 2020. Highways England are committed to engaging with new members of the supply chain and encourage participation for all suppliers including SME’s. The OTCF will deliver projects and services which enable Highways England to operate and monitor the Strategic Road Network. These include support across the design, implementation and commissioning lifecycle of operational technology. The OTCF will be the principal vehicle for Highways England's operational technology procurement with a duration of 48 months (4 years). Highways England are working with Crown Commercial Services (CCS) to incorporate their requirements within the OTCF. CCS will therefore also be a beneficiary of this framework. It is expected that this framework will subsume all of the roadside elements from Traffic Management Technology 2 (TMT2) that would have been included in transport technology and associated services (TTAS) and that these requirements will be covered under a separate lot — Lot 7. The OTCF will enable Highways England and CCS customers to procure from a broad range of product suppliers, covering the scope of supply of design, development services and products for the operational technology subcategories as per the traffic systems and signing plans registry subcategorisation of assets: • message signs and signalling (Lot 1), • detectors and cameras (Lot 2), • roadside infrastructure (Lot 3), • enforcement and compliance systems (Lot 4), • outstations and in-stations (Lot 5), • transponders and translators (Lot 6), • CCS requirements (Lot 7). The assets and services procured will be to meet the needs of the Highways England Operations Directorate and allow technology delivery via Highways England’s Major Projects and Regional Investment Schemes. This includes the supply, installation and commissioning of operational technology programmes or services. The OTCF will include post-delivery support and maintenance of these assets to underpin operational directorate objectives. The OTCF will be a multi-supplier framework, comprising lots from which call-off contracts will be placed. There will be seven lots, structured as per the categorisation of assets above. Please note that the above information is indicative only and could be subject to change prior to publication of the contract notice. The contract notice is programmed for release in December 2020 with award between June 2021 and August 2021.
