Tender description

The EdTech Programme brings together experts in technology, education, research and innovation to answer the questions: 1) What works (and what doesn't work) to accelerate, spread and scale education technology interventions to deliver better learning outcomes for all children, including the most marginalised, in developing countries? and 2) Which education technology interventions present the greatest value for money and social return on investment? The Hub plays an important part in DFID's larger strategic partnerships, particularly with the World Bank, exploring the impactful and equitable use of innovative technologies to benefit teaching and learning in developing countries. In 2019, DFID conducted a public procurement exercise for the award of the EdTech Programme. In compliance with the Public Contracts Regulations 2015, DFID selected the ODI Sales Ltd ('ODI') consortium as the most economically advantageous tenderer, and entered into contract with ODI (as prime of the consortium) on 10 June 2019 (the Contract). The ODI consortium incorporates the following entities: Research 4 Development, University of Cambridge, Brink Innovation Ltd, Jigsaw Consult Ltd, Open Development and Education Ltd, BRAC, Afrilabs and eLearning Africa. In selecting the winning tenderer, DFID ensured that each consortium member met the selection requirements in their own right. DFID intends to novate the contract from ODI to one of the members of the consortium in order to ensure that the consortium is set up in the most effective manner possible. All consortium members remain involved and will deliver the services described in their successful tender. The terms and conditions of the contract allow for such novation with DFID's Approval: ‘The supplier shall not (...) novate (...) its rights, obligations or liabilities under this contract without Approval’. The contract also incorporates the successful tender which described the skills of the consortium parties and how they could be utilised flexibly in order to respond to the needs of the project. Accordingly, the novation of the contract is permitted by Regulation 72(1)(a) of the Public Contract Regulations 2015 because it was provided for in the contract.
