The authority is undertaking a ‘Soft Market Test’ to find out from the market how best to deliver its ‘Fire Safety Works’ over the next 10 years. The ‘Soft Market Test’ will cover areas such as contract packaging, delivery models, forms of contract, pricing models, incentivisation, social value and innovation. Any organisation or group of organisations (acting in a consortium) may participate in the ‘Soft Market Test’ on the basis that they would be able to provide all of the required services. The authority is looking for both contractors and consultants to support them in the delivery of this programme. SHG is required to improve its housing assets to comply with the requirements of forthcoming legislation (Fire Safety Bill and Building Safety Bill). SHG currently undertakes fire risk assessments to identify essential safety and prevention works which results in works being required to improve the safety of SHG's residents. SHG is looking to establish some long-term contracts so that they are delivered in the most efficient way. SHG is looking to award contracts to contractors and specialist contractors for ‘works’ as well as separate contracts for consultancy ‘services’ to design engineering works and undertake project management and quantity surveying services. This ‘Soft Market Test’ (SMT) is intended for both ‘Contractors’ and ‘Consultants’ who may be interested in this programme. The SMT will seek to find out more information from the market in terms of appropriate delivery models, contract packaging, pricing mechanisms, forms of contract and other aspects such as social value.
