Tender description

Northumbrian Water Ltd actively promote water efficiency to their customers, this is carried out by a number of different means, one of which is offering products to the customer that will improve the efficiency of the water they use; as well as products which will increase the awareness of water use, within their homes and gardens. Individual items and packs are available for fitting, or for certain items by individual request, for both the home and garden. All of the potential suppliers are to provide products that meet the required approvals (WRAS approved) for each individual item where specified. The contract is to be split in to two lots: Lot 1: Water Efficiency Products; Lot 2: Water Saving Kits Fulfilment. Instructions on how to obtain a login are provided in section VI.3) Additional information. Lot 1: Water Efficiency Products Northumbrian Water has an established group of core products and this contract will encompass products which can be used to both save water and promote behaviour change associated with using water in the home and garden. Please note, suppliers are not required to bid for every product listed. The volumes provided are estimates only and requirements are based on customer demand. The contract length is two years, with the option to extend for a further two annual extensions. This lot covers the following products: A. Universal plug: a plug with Essex and Suffolk Water/Northumbrian Water branding — 95 mm in diameter (estimated annual volume: 4 607); B. Trigger Hose Gun: basic trigger hose gun. Minimum of 5 spray patterns. No individual packaging (estimated annual volume: 6 450); C. Bath Buoy: device to displace water in the bath, while ensuring bath depth (estimated annual volume: 1 696); D. Bath measure: a piece of plastic that sticks to side of bath to enable easy measurement of bath depth (estimated annual volume: 4 343); E. Water storing crystals: water storing crystals for hanging baskets and pots. 15g sachet. Includes instructions on how to use (estimated annual volume: 7 834); F. Shower flow regulator: WRAS approved. Minimum 6 litres per minute @ 3 bar — it is likely that this aspect of the tender will be a framework agreement whereby we award to more than one supplier. Includes fitting instructions (estimated annual volume: 930); G. Shower timer (sand): 5 minute sand timer. Price with and without ESW/NW logo printed in full colour on cap ends. Also to have an information card attached. Biodegradable plastic packaging (estimated annual volume: 9 292); H. Kitchen Tap Adaptor: kitchen tap adaptor with regulator. Fits circular outlet and has a number of different sized O-rings/washers to allow fitting to different sized outlets. Swivel head. Allows choice of original flow and reduced spray flow. Two colour options (Black and White). WRAS approved. Please state the WRAS expiry date (estimated annual volume: 1 593); I. Bathroom tap insert: tap inserts, metal casing with either aerators or flow regulators. Must not scale up in hard water areas. Must come with replacement washers where appropriate. WRAS approved. Please state the WRAS expiry date. Do not need to be individually packaged (estimated annual volume: 4 487); J. Toilet leak detection identification: non-hazardous dye tablet to go into cistern to determine if toilet is leaking into bowl with fitting instructions on packet (estimated annual volume: 347); K. Cistern displacement device: the CDD saving must meet or exceed 1.2 litre of water per flush. Product needs to be small enough to be mailed to customers through standard first or second class post. Fitting instructions on packet (estimated annual volume: 4 736); L. Toilet retrofit device: dual flush siphon retrofit device. WRAS approved retrofit devices that allow a traditional siphon to be retrofitted such that the user has the option of a long flush equivalent to the original flush volume and a short flush (estimated annual volume: 531); M. Regulated showerhead — WRAS approved. Minimum 6 litres per minute @ 3 bar — it is likely that this aspect of the tender will be a framework agreement whereby we award to more than one supplier (estimated annual volume: 2 990); N. Water butt (standard and slim line): to cover sales on the web. Water butt kits to include water butt, child safe lid, tap and stand. Two sizes (100 litre and 200 litre). Customer to have choice of a diverter kit or linking kit to accompany water butt. Include delivery charge. Must have an order tracking system (estimated annual volume: unknown). NWL are also willing to accept suitable alternatives, as long as they meet our requirements – WRAS approved where applicable. Lot 2: Water Savings Kit Fulfilment Northumbrian Water (NW) and Essex and Suffolk Water (NWG) (together known as Northumbrian Water Group (NWG)) provide their customers with the option to request free water saving products in order to create a bespoke water saving kit. The products include a variety of devices and leaflets which help the customer to reduce utility bills and water consumption. The contract length is 2 years, with the option to extend for a further two annual extensions. The contractor will be required to source all the products listed. This list also details the expected volumes for each product. Please note volumes are estimated and based on customer demand. With regards to literature products (such as leaflets) NWG will provide the appropriate artwork and the contractor will source printing of these leaflets. The contractor will have suitable space available for storing all these products and will keep necessary stock levels in order to fulfill orders. All products should have a one year warranty. The contractor will then be required to select the products each customer has requested and mail out to the customer in specified branded packaging. Products — cistern displacement device - the CDD saving must meet or exceed 1.2 litres of water per flush and have a hook to allow product to be raised from the bottom of the cistern. Product needs to be small enough to be mailed to customers through standard first or second class post. Fitting instructions must be provided (estimated annual volume: 13 000). — tap inserts — pair of (4-6 l/min) tap inserts with tool. WRAS approved. Fitting instructions must be provided (estimated annual volume: 12 000). — universal plug — plug that will fit over any plug hole, branded with NWESW logo (estimated annual volume: 9 000). — in-line shower regulator — Inline metal (7-8 l/min) shower regulator or aerator. WRAS approved. Fitting instructions must be provided (estimated annual volume: 9 500). — shower timer (sand) — 5 minute sand timer. NW/ESW logo to be printed in full colour on cap ends. Also to have an information card attached. Biodegradable plastic packaging (estimated annual volume: 7 500). — trigger hose gun — Basic trigger hose gun. 5 spray patterns. No individual packaging (estimated annual volume: 8 500). — waterstick — small indicator stick that shows when pot plants require watering (estimated annual volume: 7 500). — water storing crystals/gel — Water storing crystals/gel that help retain moisture in the soil of pot plants/hanging baskets (estimated annual volume: 7 000). — dual-flush sticker — reusable stickers suitable for ceramic surfaces. A4 sticker sheet, colour. NWL/ESW branded (estimated annual volume: 7 000). — toilet leak detection capsules — blue toilet leak detection capsules (estimated annual volume: 10 000). NWL are also willing to accept suitable alternate products, as long as they meet our requirements – e.g. WRAS approved where applicable. Literature — using water wisely (home edition) — booklet supplied with every water saving kit product request giving tips to save water in the home. (A5, 16 page, colour, double sided) (estimated annual volume: 11 000). — using Water Wisely (garden edition) — booklet supplied with every garden product (trigger hose gun/waterstick/water saving crystals). (A5, 12 page, colour, double-sided) (estimated annual volume: 10 000). — waterstick instruction postcard — postcard sized, colour, double sided, supplied with every waterstick (estimated annual volume: 9 000). Packaging The contractor will need to supply different packaging options to account for different kit sizes and all packaging must be NWG branded in full colour. Suggested packaging is a padded envelope; a box (large letter) up to 100 g and a box (small parcel) up to 1 kg – dimensions will be provided in the tender specification. Alternate packaging will be considered, however, they need to be able to fit through a letter box.
