Summary of the work Health Education England needs a supplier to work with us to deliver the beta phase of a National Website Platform consolidating multiple websites into an integrated digital service, focusing on the websites within HEE's Postgraduate Medical and Dental Education and Library & Knowledge Services delivery areas. Expected Contract Length 12 months Latest start date Monday 21 September 2020 Budget Range The budget is £165,000 Why the Work is Being Done The NHS People Plan sets out the importance of growing, retaining and supporting the health workforce, and Health Education England’s crucial role in this endeavour. HEE needs a website service that enables HEE’s different user groups to find and access relevant information and resources about health workforce planning, training and education, that is consistent, easy to use, and reliable. Previous discovery research highlighted the problems associated with HEE's currently fragmented web estate which encompasses 200+ websites. The recently completely alpha phase of this project has generated a validated user needs backlog, prototypes, recommendations and a technical architecture decision record to inform the minimum viable product for a National Website Platform onto which all existing websites will be integrated and any new websites built going forward. We need a supplier to work with HEE's in-house team to deliver the beta phase of the National Website Platform. Problem to Be Solved • To rationalise the existing fragmented web estate into one integrated National Website Platform, focusing initially on websites relating to HEE's Postgraduate Medical and Dental Education and Library and Knowledge Services functions. • To reduce the number of disparate websites “owned” by HEE, thereby reducing associated technical and reputational risk, and reducing associated duplication of effort and resources. • To establish consistent security, accessibility, quality, look and feel, language and branding across all HEE websites, simultaneously with enough flexibility to accommodate necessary local/regional/topical autonomy. • To enable curation of data and content at both national and local levels. • To work in a mixed-delivery team with HEE's in-house Service Team to deliver the beta phase of this project. An alpha phase encompassing both PGMDE and LKS has recently been completed. This involved developing principles and prototypes which were tested with users, and extensive stakeholder engagement. The outputs from the alpha include recommendations, prototypes, architecture decision record, and a user needs backlog. Existing Team The existing team consists of the Service Owner, and Business Relationship Manager. The project is sponsored within HEE by the Senior Digital Communications Manager, who leads the broader Digital Communications division that the Service Team is part of. The Service Owner will be the primary point of contact for the supplier. In addition we are recruiting the following in-house roles: Delivery Manager User Researcher UX/I Designer Content Designer Full Stack Developer Front End Developer 7 x Content and Data Officers We anticipate that the team will also have access to an in-house Performance & Optimisation Analyst. Current Phase Beta Skills & Experience • Demonstrate evidence of exceptional UX/I design capabilities • Demonstrate excellent Service Design knowledge and capabilities • Demonstrate evidence of exceptional user research/testing capabilities, including qualitative and quantitative research and conducting remote user research and user testing • Show evidence of delivering according to the Government Digital Service Standard and passing Service Assessments • Demonstrate evidence of excellent information architecture capabilities and experience • Demonstrate ability to deliver to UK public sector accessibility requirements and implementing effective assisted digital strategies • Demonstrate the ability to deliver a technical architecture that encompasses federated authentication, integration of multiple systems, and advanced search and taxonomies • Demonstrate experience developing the Bloomreach brXM platform • Experience of using Github for source control and automation • In addition to brXM and GitHub, have knowledge and experience of the following technology stack: java, javascript, React, Next.js, Gherkin, Selenide, StoryBook.js, NPM • Demonstrate evidence of successful design and delivery of api-based integrations • Demonstrate robust test and quality assurance capabilities and processes • Demonstrate evidence of excellent Content Design capabilities and experience • Demonstrate evidence and experience of taking a mutlidisciplinary and agile approach to digital delivery • Demonstrate experience of using the NHS Digital Service Manual and NHS Digital toolkits Nice to Haves • demonstrate previous experience of working on projects that involve the integration of a legacy web estate of 100+ websites • demonstrate experience of delivering projects for the NHS • demonstrate experience of delivering projects for the public sector (other than the NHS) • Demonstrate experience of using and extending the NHS Digital Toolkit • Demonstrate an understanding of the complexity associated with users' journeys through health professions training and education pathways Work Location The supplier must be able to work remotely, including remote collaborative working with the HEE team and remote user testing and user engagement activities. Working Arrangments The supplier will work collaboratively in a mixed delivery team with HEE's in-house Service Team. Due to the ongoing coronavirus situation we anticipate remote working. Would Health Education England consider the work to be undertaken part time? We note there may be some limitations with the quoted budget. Yes. We expect the supplier to provide services on a capped time and materials basis, scheduled flexibly in consultation with the buyer across the contract period. 2.
