Tender description

The Driver and Vehicle Standards Agency (DVSA), an executive agency of the Department for Transport (DfT) acting on behalf of the secretary of state for transport, states its intention to award a contract for the provision of technical support services (TSS3) for its future theory test service (FTTS). DVSA intends to award a contract for a period of 15 months in September 2020 with options to extend for up to a further period of 12 months in two 6 monthly increments. DVSA intends to award a contract for technical support services (TSS) for its future theory test service (FTTS)for 15 months from September 2020 with options to extend for up to 12 months in two 6 monthly increments. To assist in developing the service DVSA must have an operational TSS from September 2020 before the start of FTTS in September 21. This requirement is needed to avoid a delay in the commencement of FTTS. There is currently a fully integrated TSS for other DVSA services. DVSA intends to merge all TSS contracts via a competition and will engage with the market in 2021 for the combined TSS to align with the current TSS contract. In the interim period, due to extreme urgency of the service requirement brought about by the impact of Covid-19, the DVSA is operationally unable at this stage to undertake a full PCR 2015 compliant competition for its overall technical services requirements. Following legal advice, DVSA has decided to implement this interim measure which will be kept under review.
