NHS Property Services (NHSPS) is managing this Prior Information Notice (PIN), market engagement exercise and future procurement process for the provisions of FM security services covering: manned guarding, mobile response, void property management, alarm monitoring and detection systems, key holding and alarm response, CCTV monitoring and management (TBC), maintenance of CCTV cameras and systems, maintenance of intruder alarms and maintenance of access control systems across our estates. NHS Property Services (NHSPS) is managing this Prior Information Notice (PIN), market engagement exercise and future procurement process for the provisions of FM security services covering: manned guarding, mobile response, void property management, alarm monitoring and detection systems, key holding and alarm response, CCTV monitoring and management (TBC), Maintenance of CCTV cameras and systems, maintenance of intruder alarms and maintenance of access control systems across our estates. Following market engagement, NHSPS intends to commence a procurement process to award a new single contract from April 2021 for a period of up to 5 years. It should be noted that there will be no guarantees of volume in the contract awarded. Whilst the contract will be paid on actual activity with no guarantees of volume, the estimated annual costs associated with these services is GBP 8 million. NHSPS is issuing this PIN as a call for competition and a market engagement exercise to gather market intelligence/information via a Market Engagement Questionnaire (MEQ), to gain a better understanding of the capacity and appetite of the market in delivering the proposed services. It should be noted as well that at this stage this PIN/MEQ invites providers to respond to the MEQ and express an interest in any future tender process. It is not, however, a pre-qualification questionnaire and is not part of any pre-qualification or selection. This PIN/MEQ is intended as an awareness, communication and information gathering exercise. This market engagement intends to identify interested providers and invite their feedback on the new service model as specified, including a focus on the commercial aspects of the contract such as pricing. It is important to note that this PIN is a call for competition and as such, potential providers will need to be aware that there will be no further notices published in regard to this tender opportunity other than a contract award notice published in Official Journal European Union (OJEU) and on contracts finder. Potential bidders must express an interest now in order to be invited to participate in the future procurement process. The contract will be awarded through a ‘pseudo’ restricted procedure without further publication of a call for competition and interested economic operators are invited to express their interest to participate during this initial stage (Market Engagement). The procurement will be a two-stage procurement exercise comprising a selection and a tender stage. NHSPS has the intention to limit the number of candidates invited to participate at tender stage. In order to ensure competition, a maximum of five candidates will be invited to tender stage. The selection criteria will be assessed using a Selection Questionnaire with a combination of pass/fail, and scoring and weighting. Therefore, the shortlisted candidates will be those who pass all of the pass/fail criteria with the highest scores to a maximum of five candidates.
