Tender description

The Guinness Partnership Ltd (Guinness) build and manage homes and housing services for around 120 000 customers. Of our 65 000 homes, more than 70 % are let at a social or affordable rent, while around 10 000 are owned or part-owned by the people who live in them. Guinness Property is a wholly owned subsidiary of the Guinness Partnership and carries out responsive repairs, empty homes work (including component replacement works (kitchens, bathrooms) to around 46 000 properties in the North West, North East, South Central and South Coast regions. In order to achieve our objectives, Guinness Property is looking to re-procure its existing contractor empty homes framework. The framework will be for a 3-year duration with the option of a further 1-year extension (maximum of 4-years). The framework will cover the following works/services: empty homes works to empty home properties allowing properties to be re-let within GP Empty Homes timescales (currently 10 working days) to support Guinness Properties in-house service provision. The framework will consist of 4 regional lots (North West, North East, South Central, South Coast) and further divided into smaller operational geographical sectors. If you are successful in being selected to be a supplier on the framework, GP will allocate work based on your ranked position (quality and price total score) and service performance reviewed at regular intervals against agreed key performance indicators (KPI’s). The geographical regions/sectors GP have 4 geographical regions – North West, North East, South Central and South Coast and 33 geographical sectors. Sectors are distributed across England, with some areas of high density and others that are widely dispersed. Bidders will be allowed to submit bids for one, two or any number of sectors within each lot in order to ensure regional (SME) and national suppliers are given equal and fair opportunity. Pricing Model The pricing will be based on M3NATFED Schedule of Rates version 6.1 requiring suppliers to provide a % uplift/discount against the M3NATFED Schedule of rates. We will also be seeking daywork and archetype rates for the following standard components: — kitchens — bathrooms — composite doors (including fire rated doors) — electric storage heaters (Dimplex Quantum). We propose to advertise for EOI (via Due North Proactis web portal) in September 2020.
