Tender description

North Yorkshire County Council, through the Superfast North Yorkshire project, is conducting an Open Market Review (OMR) to understand the capability of premises within North Yorkshire to access next generation broadband. The market is being asked to provide information on 338 000 premises to determine if they can access next generation access broadband. Once the OMR is completed, North Yorkshire County Council will determine whether a procurement exercise shall be undertaken. The public funding available for the procurement project, if it goes ahead, will be approximately 12 500 000 GBP with the potential to add an additional 12 500 000 GBP to take total funding to 25 000 000 GBP. The project will use the competitive procedure with Negotiation to select a technology partner who will deliver the most coverage in the Intervention Area for the least amount of state aid. The technology partner will: — have responsibility for establishing, delivering, implementing, supporting, maintaining and upgrading the next-generation broadband network, ensuring long-term sustainability of the infrastructure, — be required to undertake activities to create the optimal conditions for take up and use of the next-generation broadband network by service and communications providers, including actively encouraging them to do so. The project will explore the use of lots and the use of alternative funding arrangements with potential suppliers during discovery.
