Why the Work is Being Done NaPTAN refers to the national dataset of public transport access nodes and supporting technology. DfT are looking to rebuild the NaPTAN service to ensure that it can continue to meet the needs of transport users now and in the future. This means reviewing and rebuilding the whole data journey, ingest, validation storage and export of the data. DfT will update the technical setup of the existing service, ensuring any new build considers the needs of users and alignment with DfT tech and data strategy. Problem to Be Solved DfT have reviewed the existing service and concluded now is a good time to rethink how we capture, store and export this data. Although the service itself is functioning, the underlying technology is due an upgrade. The current setup does not conform to our tech strategy, sits outside of the normal support model and we have not been able to expand the dataset to include new items. Transport is changing and DfT need to recreate this service in a new environment, ensuring that decisions taken now do not constrain the future needs of NaPTAN. Who Are the Users There are different NaPTAN user groups – those who provide data, those who use the open dataset in their business and central government: • Data providers are mostly local authorities and their contractors. They need to regularly upload data on the public transport access nodes in their location; • Dataset users (including but not limited to journey planning software and bus operators) download the data as they need to know the location of access nodes to do things like power a journey plan or plan a new bus route; and • Central Government need to be able to update the dataset for some transport access nodes. Early Market Engagement n/a Work Already Done We have completed a discovery, documenting the existing data journey, speaking to users to establish how the service is being used and developing a plan for alpha. A redacted version of the discovery report is available here: https://docs.google.com/presentation/d/1j_yf4RE_AsTkXgK914_9i7QP-I1qSTrw-CIqQXdAkNU/edit?usp=sharing We have split the next phase into two parts: 1) urgent maintenance on the existing service (support model, maintenance, updating web content); and 2) an alpha for the longer-term plans to recreate the service (in GCP – our preferred cloud vendor). This contract focuses on the latter longer-term plan. Existing Team Existing team (Describe existing team) (100 words) The full-time team consists of: • Product Owner; • Delivery Manager (senior and associate); • Business Analyst; • User Researchers; and • 2-3 c# Developers. Additionally, we have access to the following support on a part-time basis: • Data architects; • Security architect; • Change Manager; • Interaction Designer; • Content Designer (through a contract); and • Data engineer. Current Phase Alpha Work Location Remotely; until the end of lockdown. Otherwise we are based at Windsor House, Victoria Street, London and post lockdown we would expect contractors to be in this office 5 days per week. Working Arrangments We expect to co-source a full-time team to work alongside the existing DfT staff, attending daily stand-ups and contributing to all team meetings (retrospectives, sprint planning, showcase etc). Knowledge transfer will be key to the success of this contract, as we expect the existing DfT team to continually maintain, support and develop this service after the conclusion of the contract. Security Clearance We expect all contractors to have valid security clearance (SC). Additional T&Cs n/a Skills & Experience Have specialist capability and experience in transforming business critical, legacy technology and processes into efficient modern solutions. Have experience of agile delivery, design and development of a minimal viable product/proof of concept through testing and user feedback, and scaling this up into an operational service. Have experience of developing data services in Google Cloud Platform. Have experience of infrastructure as code, developing infrastructure in Google Cloud Platform. Have as understanding of micro-service led architecture and delivery of repeatable, scalable services within development. Have experience of behavioural driven development, testing tools, frameworks and working with guidelines set out by the development team such as Selenium, Specflow, Cucumber, Extent reports and Pickles Deep knowledge of C#, .NET core MVC, XML, Razor Pages, Dapper, MOQ, Nunit, CI/CD pipeline using cloud build, GCP, MySqL, SQL and noSQL Server, GitHub. Nice to Haves Provide evidence of working in the transport industry particularly around transport data Provide evidence of understanding of the importance of transport data when it comes to journey planner and stop localities. Evidence having knowledge of the transport industry and views on how it will change over the next 10 years.
